You will serve as a Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluation proposals, contract negotiations, execution and administration for commodities, equipment, routine services, complex and technical services, construction contracts, and/or federal information processing resources and special assigned programs.

This position is a critical acquisition position and requires level SENIOR LEVEL II certification in the acquisition career field of Contracting.

Basic Requirements for 1102 Positions within the Department of Defense:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.
Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: evaluating proposals, contract negotiations, execution and administration of complex and technical services, pre-award and post-award contracting; price/cost analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of Contracting Principles, Laws and Regulations.
Knowledge of Commercial and Industrial Business Practices.
Knowledge of Pre Award Functions.
Ability to perform Contract Administration.
