As the leader of the NIST Export Controls Management Program, the candidate will (1) actively manage NIST's export controls program strategy and operational implementation by serving as a subject matter expert and providing advice, guidance, solutions, training, coordination, and oversight for export control compliance at NIST; and (2) collaborate and consult with NIST staff and managers to design, develop, and implement an effective and efficient NIST-wide program to comply with export control laws and regulations suitable and appropriate for NIST's research, measurement services, and mission support activities.
The candidate will provide strategic advice and guidance for the design, development, implementation, enhancement, and oversight of NIST's export controls program and suite of tools in close collaboration with NIST staff and managers. Specifically, the candidate will be responsible for reviewing and guiding the establishment of NIST protocols and procedures to comply with export control laws and regulations including—but not limited to: State Department's International Traffic in Arms Controls Regulations (ITAR); Department of Commerce Export Administration Regulations (EAR); Treasury Office of Foreign Asset Controls (OFAC) Sanctions Program; Department of Energy (DOE) authority for transfer of unclassified nuclear technology and assistance to foreign atomic energy activities; and Nuclear Regulatory Commission (NRC) exporting licensing authority.
The candidate will also:
a) engage NIST-wide with executives, managers, staff, and associates involved in research, measurement services, and mission support services to help them understand the export control implications of their work and to provide proactive advice, guidance, and solutions for effectively and efficiently complying with export control laws and regulations;
b) develop, maintain, and deliver suitable and appropriate education and training activities on export control laws, regulations, and procedures through hands-on activities, workshops, website, and other tools;
c) provide advice and guidance to those responsible for creating electronic systems for export compliance document management and access controls; and
d) serve as the designated NIST Export Control Liaison with senior officials in federal agencies that have responsibility for export control laws and regulations.
