This position is part of the Defense Security Cooperation Agency, located in Arlington, VA.
This position is located in the Building Partner Capacity Directorate (BPC) in Defense Security Cooperation Agency (DSCA), Office of the Under Secretary of Defense for Policy (OUSD (P)). DSCA is responsible for planning, coordinating, administering, and supervising Department of Defense (DoD) BPC programs for the transfer of defense articles and services, and enhancing defense institutions by sale or grant to foreign governments and international organizations. The BPC Directorate is the focal point within DSCA for execution and management of numerous DoD funded Security Cooperation (SC) programs. DSCA is responsible for administration and execution of a suite of Defense Institution Building (DIB) programs to include the Wales Initiative Funds, the Defense Institution Reform Initiative, the Regional Centers for Security Studies, the Ministry of Defense Advisors program, educational programs, and other Institutional Capacity Building (ICB) program authorities focused on building full-spectrum partner capabilities in support of U.S. national security objectives.
This position supports the ICB components of full spectrum SC programs which include but are not limited to: incorporating institutional capacity building components into SC plans and strategies to enhance the capacity of foreign national security institutions to conduct and sustain a wide range of security operations efforts that support U.S. security objectives. The SC planning process requires joint development of programs design within DoD and the Departments of State, Justice, Treasury, and Homeland Security. It also requires a close working relation with the Geographic Combatant Commands (GCC), Military Departments, and other Defense Agencies.
