This position is located within the Advisory Council on Historic Preservation (ACHP); Office of Federal Agency Programs; Federal Property Management Section; and serves as a programmatic liaison for ACHP regarding the Department of Veterans Affairs cultural resources management program development and implementation under the National Historic Preservation Act. The position duty station is in Washington, DC.
Salary Information
GG-13 ($94,796 - $123,234) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
The ACHP has determined that the duties of this position are telework eligible, but newly hired employees must first complete a 6 month performance review before any telework request may be approved.

At the full performance level (GG-13)the major duties of this position include, but are not limited to the following:
1) Provides expert technical assistance and guidance to the Veterans Administration (VA) in order to ensure sound management and stewardship of their historic properties. Provides assistance in the interpretation and application of Section 106 of the National Historic Preservation Act (NHPA) as well as related laws, regulations, procedures, and guidelines to the VA, State Historic Preservation Officers (SHPOs), Tribal Historic Preservation Officers (THPOs), Indian tribes, Native Hawaiian Organizations (NHOs), preservation organizations and the general public affected by VA projects and programs.
2) Assistance may include representing the ACHP in high profile and complex cases, maintaining the current best practice briefs and guidance on the ACHP website, developing and supporting VA program activities and Section 106 program alternatives to establish efficiencies in project review, developing and monitoring implementation of Section 106 Agreement Documents, providing technical assistance to VA Offices and field staff, preparation of program and regulatory briefs, review of the VA amendments and/or extension of Section 106 Agreement documents.
3) Provide technical assistance to VA Headquarters and field staff in coordinating Section 106 and the National Environmental Policy Act (NEPA) reviews for programs and projects , and development of training and outreach for field staff.

Education: There are no educational requirements for this position. However, ACHP has indicated that a degree from a college or university in the fields of archeology, cultural resources management, historic preservation, or anthropology, or a certificate of advanced training in these fields or other closely related field, is highly desirable.

Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
