This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. Duties:
· Serves as a Budget Officer, providing budgetary administrative functions required to support programs administered and developed by SAF/FMBIB to include Air Force, national and ASD/C3I and programs of the Intelligence Systems Support Office.
· Senior Budget Officer responsible for formulating, justifying and defending the resources required for the management of multiple Program Elements on multi-year/multi-appropriated funds (i.e. O&M, Procurement, RDT&E, MILCON, etc.). Establishes the master schedule for logical sequencing and timely accomplishment of the programming and budgeting cycle for multiple appropriations.
· Senior Budget Officer responsible for budgeting key Air Force, national, C31, and ISSO budgets. Work requires extensive knowledge of DOD budgetary policies, precedents, goals and objectives. Provides financial advisory services to the Director, Deputy Director, program managers and other government representatives.
· Senior Budget Officer provides financial advisory services for the Director, Deputy Director, senior program managers and agents from other participating agencies. Also provides support to OSD in the justification and validation of multiple intelligence projects.
· Directs, plans, and prioritizes the budget and administrative projects, requirement and deadlines; manages and directs the work efforts of government and contractor personnel and oversees the technical aspect of geographically separated analysts.
ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
5. Incumbent must file an OGE-450, Confidential Financial Disclosure Report.
6. This position is a Key position. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. The incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
