As a Civil Engineer, GS-0810-11, you will
1. Develops long range major and minor construction programs based on current Master Plan. Prepares environmental and construction documents to initiate construction projects. Prepares and designs technical architectural and engineering drawings covering such facilities as an armory, warehouse, barracks, administrative housing, training structures, other buildings, and associated utility systems for the Site. Coordinates with other military and governmental agencies such as
District Engineers, Department of Agriculture, and Division of Forestry on associated construction/engineering matters.
2. Assist in formulating policies and developing engineering plans for design, construction, replacement, rehabilitation and alteration of real property facilities and equipment; operation of utility systems; and real estate acquisition.
3. Manages the Engineering Plans and Services Division. Assures that the work of technicians, contract employees, temporary and seasonal employees and military personnel of all activities and units engaged in minor construction, maintenance, and repair functions at the MIA meets acceptable standards. Advises, counsels and instructs individual employees on technical matters. Interviews candidates for positions within the Directorate, and makes recommendations for appointments, promotions, or reassignments.
4. Compiles basic technical data for contract documents prior to the preparation of final documents for award and administration of contracts by the Construction and Facility Management Office and the U.S. Property & Fiscal Office. Performs on-site inspections on major and minor projects to ensure technical compliance with contracts.
5. Plans for projects to be accomplished by military personnel during their Annual Training (AT) cycle. Inspects facilities needing maintenance. Coordinates with military unit commanders and site personnel. Determines building materials needed to accomplish construction projects and sends request through USP&FO for materials to be delivered to Site for AT period.
6. Establishes task lists of projects and provides technical engineering advice and assistance to the project Officer In Charge regarding the work of military personnel performing construction maintenance and repair projects during Annual/Weekend Training at the Site.
7. Prepares the MTA five year construction program (master plan). Inspects project files to evaluate the technical accuracy and professional quality of A-E documents such as site surveys, engineering calculations, specifications, cost and time estimates for the Military Construction Army National Award (MCARNG) program and the Operations and Maintenance (OMARNG) program.
8. May coordinate with host installation Director of Engineering and Housing (DEH) on all engineering support activities provided by active Army. This includes installation of electrical, water, and sewage systems from source to Site facilities. Oversees preparation of surveys, site layout, alignment and necessary elevation and grade control for construction 'projects. Reviews survey work accomplished by contract and engineer troop labor to ensure technical accuracy.
9. Manages the environmental protection program at the MTA. As Environmental Protection Officer for the Training Site, is responsible for all environmental matters. Is point of contact with concerned military, Federal, State and local agencies on matters concerning pollution, hazardous waste spill, pest and weed control, ecology, and fire prevention.
10. Performs other duties as assigned.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a Secret Security clearance background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion).

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
