APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining unit position.
NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted Service position that requires active membership in a compatible assignment in the Missouri Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member in the Missouri Army National Guard must be eligible for immediate membership and employment in the Missouri Army National Guard in the military grade listed in this announcement. Plans, schedules, executes, manages and administers the State/territory/or district ARNG Industrial Hygiene Program. Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA). Surveys, inspects and evaluates operational and newly constructed facilities and various activities to identify, evaluate and reduce or eliminate potential health hazards. Determines appropriate survey methods and techniques. Samples using approved methods to determine nature and degree of hazards for a wide variety of materials and environments. Performs special surveys of facilities and shops when new equipment is installed or work procedures change. Identifies the potential physical, biological, chemical and radiological health hazards in the workplace. Evaluates the exposure to workers and recommends the appropriate corrective action Reviews plans for new and existing construction and renovation projects to ensure that applicable standards (e.g., Occupational Safety and Health Administration/OSHA, American Society of Heating, Refrigerating and Air Conditioning Engineers/ ASHRAE, etc.) are incorporated. Where deficiencies are noted, recommends appropriate changes which would prevent adverse health impact. Consults with the Regional IH for coordination of assessment of design reviews as necessary. Reviews and/or compiles hazardous chemical inventories as needed. Provides subject matter expert advice for Hazardous Material Communication (HAZCOM) training as required. Coordinates with Safety and Warehouse personnel regarding receipt, storage and shipment of hazardous chemicals. Assists the Occupational Health Nurse with the management of the Respiratory Protection Program. Conducts noise surveys before commencement of new operations or work processes. Performs periodic sound level measurements and octave band analysis in facilities where potential noise exposures exist (e.g., maintenance shops, generator use, aircraft facilities). Conducts studies and surveys of varying degrees of complexity, analyzes laboratory and instrument results. Writes and coordinates reports through the Regional IH, to identify and evaluate potential health hazards. Serves as the advisor to the Radiation Protection Officer when required. Supports the development of local emergency cleanup procedures for accidental releases. Calibrates equipment and/or ensures compliance with existing calibration schedules for all industrial hygiene equipment. Performs minor repairs and adjustments to ensure equipment can effectively check work environments. Responsible for the shipping of equipment requiring major repairs and maintaining all records associated with maintenance and calibration of equipment. Investigates hearing compensation claims filed by facility personnel. Collects applicable data from occupational health noise database. Visits work areas to perform sound level measurements of identified noise sources. Collects noise dosimetry n and around areas where personnel are known to be exposed to unacceptable high levels of noise. Prepares reports on findings to substantiate or controvert compensation cases. Advises on ergonomics in the workplace. Surveys worksites to evaluate compliance with the most current practices. Performs other duties as assigned.

GS-09 Specialized Experience: Must possess 24 months of specialized experience, education or training that demonstrates your ability to plan, schedule, execute, manage, and administer an Industrial Hygiene Program. GS-08 Specialized Experience: Must possess 18 months of specialized experience, education or training which demonstrate working knowledge of missions, organizations, programs and requirements of health care delivery systems; experience analyzing and recommending solutions to complicated problems; developing and implementing various policies and procedures used in the state medical programs; and perform investigation of work areas for the express purpose of identifying environmental and physical conditions hazardous to the health of employees and evaluating corrective measures.
GS-07 Specialized Experience: Must possess 12 months of specialized experience, education or training which demonstrate working knowledge of missions, organizations, programs and requirements of health care delivery systems; experience in performing independent work site surveys; performing or assisting with a varied range of health or bioenvironmental activities; and interpreting various policies and procedures sued in the state medical programs.
