This is a GS-13 target 14 developmental position. The individual selected for this position will be promoted to the target level without further competition upon meeting any legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level.
Serves as the primary WHMO Liaison in support of military, social, official and executive- level ceremonies and special events, with the following White House offices and organizations: Office of the Deputy Chief of Staff to the President, Social Office, Staff Secretary, Cabinet Affairs, Legislative Affairs, Executive Clerk, Office of Public Liaison, National Security Council, Office of the First Lady, Visitors Office, Press Office, Speechwriters, State Department Protocol and the United States Secret Service.
Serves as continuity for new Administration Officials involved with White House ceremonies and special events; provides orientation, training and guidelines. Serves as a White House Representative at meetings with outside agencies and as a WHMO Representative on Presidential Advance Teams at event sites away from the White House. Prepares correspondence, analyses or studies to include background research, for the Director and Deputy Director, White House Military Office on subjects relating to White House social, military, official, and executive-level events.
Develops and maintains WHMO policy associated with providing military support for ceremonies and special events at the White House. Manages White House Social Aide Program consisting of 45-50 military officers from all five services; duties include interviewing, selecting, training and ensuring proper utilization.
Manages the Marine Sentry program. Coordinates with Headquarters Marine Barracks and coordinates with the Commanding Officer on the selection and utilization of personnel assigned for duty at the White House. Coordinates all arrangements for preparation, delivery, and placement of Presidential wreaths in accordance with approved list of the President; more than 50 annually. Ensures that all DoD personnel utilized at White House events are properly cleared for Presidential Support Duty and coordinates with Secret Service for their proper access and entry into the White House.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2. Incumbent must be able to obtain and maintain a TOP SECRET security clearance and must be eligible for Sensitive Compartmented Information (SCI). Top Secret clearance must be adjudicated and granted prior to entry on duty date.
3. Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum).Prior to selection, the applicant must be pre-screened for PSD suitability.
4. Incumbent will participate in drug testing commensurate with DoD provisions and requirements for maintaining the security clearance and special access, and may be subject to national security or lifestyle polygraph examination, or other security surveillance methods.
5. This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
