This position is located in I&A Partner Engagement, Office of the Deputy Under Secretary for Intelligence Operations, Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS). The mission of Intelligence & Analysis (I&A) is to equip the Homeland Security Enterprise with the intelligence and information it needs to keep the homeland safe, secure, and resilient. I&A provides homeland security intelligence to the Secretary, other federal government officials, and I&A state, local, tribal, territorial (SLTT) and private sector partners. I&A is a member of the Intelligence Community, and ensures that any information related to protecting the homeland is collected, processed, analyzed and disseminated to the full spectrum of domestic customers.
This position serves as the Program Manager for the Nationwide Suspicious Activity Reporting Initiative (NSI), performing a wide range of strategic planning, program assessment, and program management requiring the application of an Intelligence Operations Specialist knowledge.
This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two year trial period. This position is classified in the Excepted Service under Title 50.

Responsible for executing and sustaining the NSI implementation to enable Federal, State, local and Tribal law enforcement organizations across the country to participate in a standardized integrated approach to gathering, documenting, processing, analyzing and sharing terrorism-related suspicious activity. Manages a variety of NSI administrative programs that support operations on a nationwide basis. Duties fall into two primary categories: NSI Representative and NSI Strategy Development/Execution.
NSI Representative: Responsible for representing I&A, and DHS as the expert authority on the effectiveness of NSI joint operations policies and processes in maximizing integration of intelligence information from multiple sources into mission supportive analyses and assessments aligned to current and emerging strategic priorities. Representational duties require development of written policy and process guidance for adaptation on an interagency and intergovernmental basis that must be adopted by a range of organizations who often have different priorities or advocate diverse approaches. Participation in interagency meetings, symposia, on standing committees/councils, and in similar forums as a presenter, panel member, or DHS representative is required on an ongoing basis. Often chairs committees or groups addressing high profile issues of national significance and press attention to develop options for maximizing the value of intelligence information, expediting delivery, and minimizing risk of compromise.
Strategy Development/Execution: Provides program management within I&A developing strategies for conducting major NSI programs and consulting with the Chief, Program Support on all major NSI programs impacting the success of the organization. This includes ensuring that NSI management programs and supporting processes both align with strategic objectives and meet or exceed all risk-assessment and security requirements for efficiently handling highly classified information. Possesses a detailed knowledge of the methods and practices associated with I&A Partner Engagement responsibilities and functions including governance and coordination, policies and business processes, privacy and civil liberties requirements, training, communications and outreach, performance management, systems engineering, standards management, and operational support. Specialized Experience:
To qualify for this position, you must have one year of specialized experience equivalent to the GS-14 with the knowledge, skills, and abilities to successfully perform the duties of the position.
