The incumbent serves as the Assistant Fire Management Officer for the following Park Service units; Bandelier National Monument, Valles Caldera National Preserve, Pecos National Historical Park, and Fort Union National Monument. The position will be duty stationed at an interagency facility located on Department of Energy property in Los Alamos, NM. The Assistant Fire Management Officer supports the Fire Management Officer with all phases of the fire management program, including planning, program direction, coordination, and evaluation. The AFMO helps the FMO ensure that the fire management program is in compliance with environmental laws, regulations, and policies. Works to coordinate program activities with federal, state, tribal, and local government entities/agencies. Monitors the expenditure of funds to assure fiscal integrity. Coordinates and initiates all fire management activities based on firefighter and public safety, cost effectiveness, and values to be protected consistent with resource objectives, by using the full range of strategic and tactical options known and Appropriate Management Response (AMR). Provides leadership in technical and administrative matters. This position is a moderate complexity Fire Management Specialist and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position.
PHYSICAL DEMANDS: Normally, the work is sedentary, but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions.
WORK ENVIRONMENT: Most work is performed in an office setting. Field work is sometimes performed in steep terrain where surfaces may be uneven, rocky, or covered with thick vegetation. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe. The hazardous nature of fire suppression work requires that protective clothing (boots, hard hats, etc.), be worn during emergencies. The incumbent must exercise a variety of safety practices and precautions for their own and others well being.
AREA INFORMATION/HOUSING INFORMATION: Bandelier National Monument is comprised of over 32,817 acres, including a designated wilderness area of 23,267 acres and an 800-acre detached archeological section. The Monument was created to preserve the numerous archeological features of a late prehistoric period, which represents the transition of the Pueblo Indians from the prehistoric Ancestral Puebloan to modern traditions. Annual visitation exceeds 200,000. The Monument is located 45 miles from Santa Fe, 32 miles from Espanola, and 12 miles from Los Alamos. Elevation ranges from 5,300 to 10,199 feet with headquarters located at 6,000 feet. For more information, see the park website: www.nps.gov/BAND. Good medical facilities, schools, and shopping are available in Los Alamos and White Rock. Local cost of living is considered high. Valles Caldera National Preserve became a unit of the National Park Service on October 1, 2015. The acreage is about 90,000 acres and the area is mountainous and mostly undeveloped. Elevations range from 7,800' to 11,250 feet. Temperatures during the summer can range from near freezing (night) to the mid-80 degrees (F) (day), while winter temperatures can reach -30 degrees F. The weather is typically dry but monsoon rains are likely each day during summer. Primary access is by dirt roads, which require the use of 4WD trucks, UTVs or snowmobiles. Secondary access is by hiking (summer) or skiing/snowshoeing (winter), which can be challenging considering the weather and elevation. Government housing is not available.

1. Selected applicants must be able to pass the arduous duty Work Capacity Test to be able to obtain a Red Card and must also meet the requirements of the National Park Service Health and Fitness Guide or the current approved physical fitness plan at the time of employment.

In addition, this position is a drug testing designated position subject to random testing for illegal drug use throughout the tenure of this appointment.

Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. CTAP/ICTAP -- The CTAP/ICTAP is a federal program that gives priority selection rights to federal employees in the local commuting area who have lost their positions, been given notice that they will be separated due to reductions in force, or who are unable to return to their position due to a job related injury. Individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP.
