Duties

Help

  • Plans, organizes, coordinates, and implements a developmentally appropriate and diverse educational, recreational, and leisure program which meets the needs of base teenage youth.
  • Manages the Pre-Teen and Teen Program, monitors day-to-day operation of the Pre-Teen and Teen Program; assisting the Youth Director in oversight of program management, administrative duties, facility, property, and maintenance.
  • Administers Pre-Teen and Teen Center resource programs.
  • Provides a safe and healthy environment for youth.
  • Assists in devloping marketing strategies to promote and publicize the pre-teen and teen program and increase awareness and participation.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • This position is a childcare position and is subject to background checks in accordance with Public Law 101-647.
  • Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights, weekends, and holidays.
  • May be required to travel on military and commercial aircraft when performing temporary duty (TDY).
  • Must be able to obtain a Food Handler's First Aid, and CPR Certification.
  • Subject to physical examination (every three years) and immunizations IAW AFJI 48-110 and local requirements.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. An FBI fingerprint and State Criminal History Repository (SCHR).

Qualifications

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT SUPPORT POSITIONS, GS-0188.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of youth/teen development theory, methodology, policy, practices and procedures relating to physical, intellectual, social, and emotional development. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. Ability to implement policies, practices, and procedures in youth/teen programs and safety management. Knowledge of the procedures and ability to recruit, screen and train volunteers to support the teen activities. Ability to communicate effectively, both orally and in writing. 6) Ability to develop and maintain good working relationships and be an effective leader for other staff and volunteers.

EDUCATION:
Successfully completed one full academic year of graduate-level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education. (Note: You must attach a copy of your transcripts.)

COMBINATION OF EXPERIENCE AND EDUCATION:
Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of recreation and leisure program planning conceprs, principles, and methodology.
  2. Knowledge of youth development theory, methodology, and practicies relating to physical, intellectual, social, and emotional devlopment.
  3. Knowledge of youth activities regulatory requirements, policies and practices.
  4. Skill in preparing budgets, program evaluations, and facility administrative; managing financial and physical resources of teen programs; and in effectively organizing and utilizing avaliable resources within the program framework.
  5. Ability to communicate effectively orally and in writing.
  6. Ability to develop and maintain good working relationships, and be an effective leader for a working group.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
