Summary
This position is assigned to Fleet Readiness (N92); Fleet and Family Readiness (FFR); Commander, Navy Region Southwest; San Diego, CA. Incumbent serves as the Operations Manager for the Navy Race Organization (NRO). This position is responsible for contracts, procurement and scheduling of races and activities throughout the year in accordance with the appropriate governing rules, regulations, industry standards and ethics.
Duties include but are not limited to:
- Oversees the day-to-day operations of the Navy Race Organization (NRO) and ensures operational efficiency, effectiveness, and NRO success.
- Oversees, maintains, and manages NRO real property and consumable supplies, including coordinating and resolving daily issues, recovery, accountability, and disposal of equipment and supplies in support of the marathon and supporting road races and other related support activities.
- Receives, issues, and is accountable for rented and direct owned equipment, supplies, and other property valued up to $5 million.
- Oversees supply purchasing.
- Reconciles inventories of three warehouse locations and management of rented, leased or owned property. Ensures property is ordered, received, and returned.
- Plans all logistics for NRO events.
- Maintains government property accounts; manages and oversees NRO building and grounds maintenance.
- Initiates and negotiates public right of ways, public permits, and support agreements with local, county, state, and federal agencies, including but not limited to Cities of Coronado and San Diego, California, San Diego County, State of California, National Park Services, the San Diego Port Authority, the San Diego Transportation System and numerous other military installations.
- Negotiates fees and support costs from agencies.
- Develops, implements, and executes plans of action in support of NRO event operations.
- Works with sponsors and partners to ensure compliance with applicable rules, regulations, and standards.
- Manages course operations by ensuring race measurement and certification, determines replenishment needs and coordinates security of all aspects of the races to include medical support.
- Provides input for the operations budget and ensures NRO operates within budget.
- Holds conferences and meetings and conducts race site visits.
- Serves as the NRO contracting officer representative for several large contracts for operational support, such as tents, porta-potties, barricades, and directional signage and provides insight for all logistical needs.
- Manages property accounts including NRO property, fiscal property, the Navy Race Organization memorandum accounts and special tool list by ensuring property is maintained (including repairs, upkeep, inspections); financial management (budget, paying expenses, keeping financial records); legal compliance (including building codes and other laws); and emergency management.
- Prepares and maintains gain/loss records, inventory, and data sheets for the Responsible Officer (RO).
- Produces cover and assignment letters and reports as required.
- Manages NRO vehicle fleet and oversees transportation for the movement of property. Ensures adherence to all state, local and installation traffic laws, and regulations.
- Manages and oversees warehouse operations. Researches, implements, and manages warehouse inventory control programs and oversees inventory control; plans for storage, arranges stock in accordance with agency regulations, and determines configuration, setup, movement, and traffic flow.
- Manages and maintains NB facilities assigned to the NRO; including the identification of required maintenance, initiation, coordination and tracking of maintenance work orders and work performed.
- Provides input on facilities requirements and coordinates and supports renovation projects.
- Identifies, initiates, and coordinates contracted services and supplies, such as portable toilets, tents, produce, fuel, ice, helium, propane, trash removal, staging and barricades, and other event-related services.
- Coordinates logistical requirements, delivery of equipment and supplies, placement of equipment, and utilization of public property with federal, state, and local officials within the NRO public permit areas.
- Transports staff and/or volunteers to various locations in a 15-passenger van to assist with event set up and assist with moving special events equipment using a flatbed truck.
