The incumbent serves as a Loan Specialist in the COVID-19 EIDL Servicing Center (CESC). As a Loan Specialist at the GS-1165-12 for COVID EIDL Loan Servicing Center - CESC, some of your typical work assignments may include:

  • Serving as a technical expert for internal/external customers, senior leaders, and employees.
  • Training and developing lower-graded team members.
  • Directing and overseeing the gathering and review of facts and dates relating to the loan balances, lien situations, collateral of other interests' creditors, and any assets of the borrower which may provide recovery to the Agency in the event of a default.
  • Planning, assigning, and reviewing the work of employees; setting and adjusting short-term priorities to assure production and accuracy requirements are met; advising, counseling, and instructing employees on production and technical matters
  • Identifying organizational strengths and weaknesses and recommending changes that maximize production.
IMPORTANT NOTES:
  • This is a Term Appointment, which is a Competitive service position and does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment up to 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.

  • This is not a bargaining unit position.

Individual Occupational Requirements

You must meet all qualification requirements by the closing date of this announcement. Experience

Specialized Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank, or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level obtained in either the private or public sector that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. In addition, this Specialized Experience must demonstrate ALL the following:
  • Making decisions regarding the servicing and liquidation of residential and/or business loans; and
  • Analyzing business financial statements, tax returns, credit reports and/or earning potential of individuals and/or business enterprises; and
  • Communicating orally with a variety of contacts to provide counsel and/or advice regarding business or loan-related matters, and
  • Communicating in writing with a variety of contacts to provide counsel and/or advice regarding business or loan-related matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for specialized experience.
