The Transportation Data Analyst duties include:

  • Working with stakeholders to help design appropriate evaluations to assess the effectiveness and efficiency of FTA programs, including developing evaluation questions, logic models, and appropriate qualitative and quantitative data collection and analysis plans.
  • Developing methodologically appropriate data collection methods and instruments.
  • Collecting, analyzing, and interpreting quantitative and qualitative evaluation data and interpreting and presenting evaluation findings and recommendations.
  • Contributing to FTA strategic planning, annual performance planning and reporting, and enterprise risk management activities.

The ideal candidates for this position has experience conducting data analysis using analytical, mathematical, or statistical theories, principals, and practices, possesses strong project management and communication skills, and has an interest in performing mission-driven work to improve budget functions.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience conducting quantitative and qualitative analyses.
  • Experience applying program evaluation methods, design, and implementation, or social science research methods.
  • Experience applying appropriate research, evaluation, and statistical analysis techniques and methods to assess effectiveness and efficiency of programs, policies, or operations.


To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience conducting quantitative and qualitative analyses with diverse datasets.
  • Experience applying program evaluation methods, design, and implementation, or social science research methods.
  • Experience identifying, planning and designing evaluation initiatives, which includes working with stakeholders to finalize evaluation questions, develop logic models, and develop appropriate quantitative and qualitative data collection and analysis plans.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience designing and implementing methodologically appropriate and rigorous data collection methods for evaluations, and applying appropriate research, evaluation, and statistical analysis techniques and methods to assess effectiveness and identify efficient ways to improve programs, policies, or operations.
  • Experience preparing effective presentations in graphical, tabular, or written form for various audiences.


You cannot qualify on education at the GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Planning and Evaluating – Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Project management – Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
  • Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
