The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Acquisition Management Office (AMO), Acquisition Policy and Training Division is seeking an exceptional Supervisory Procurement Analyst to serve as the Acquisition Policy and Systems Branch (APSB) Chief. The APSB Chief reports directly to the Acquisition Policy and Training Division Chief.

The APSB Chief leads a staff of procurement analysts and is responsible for developing, revising, and maintaining procurement policies across the judicial branch. A significant area of policy focus is improving information technology (IT) acquisition to support the Judiciary's IT modernization goals, while containing costs. This position leverages acquisition policy to support the long-term technology strategy goals of the AO's IT organizations.

The APSB Chief collaborates with various stakeholders within the AO and across the Judiciary to address various procurement policy issues. Stakeholders include Judiciary information technology program managers, functional line-of-business managers, executives, and court unit executives. The APSB Chief may represent the AMO on IT acquisitions governance boards, advisory groups, working groups, conferences, other events.

The nature of the job duties requires the incumbent to possess strong analytical, organizational, and project management skills, excellent written and verbal communication skills, and experience drafting and implementing federal procurement policy.

The duties of this position include, but are not limited to:

  1. Leading a team of procurement professionals.
  2. Providing technical and program guidance and other policy support services.
  3. Leading the development, revision, and maintenance of procurement policies, including leading policy planning meetings, defining policy requirements and desired outcomes; and determining the most appropriate approach to developing specific policies.
  4. Developing acquisition-related training.
  5. Developing and maintaining the Judiciary's acquisition policies.
  6. Developing and implementing internal controls and procurement procedures.
  7. Serving as an AMO principal representative to AO and court customers.
  8. Delivering presentations, conducting training, and providing consultation to Judiciary personnel.
  9. Advising senior level management on the status of procurement actions, including challenges and proposed solutions.
  10. Providing oversight of the Judiciary's nationwide Government Purchase Card program.
  11. Administering acquisition-related systems, such as the procurement module in the agency's Financial Management System, Judiciary websites, and federal procurement systems in the Integrated Award Environment (e.g., CPARS, SAM, etc.).
  12. Overseeing and executing AMO reporting requirements and external data calls.
  13. Supporting AMO leadership's participation in various Judiciary governance bodies.
  14. Serving as one of the AMO's procurement policy advisors to senior AO officials and AMO staff.
  15. Leading the development of policies, standard operating procedures, and manuals to ensure contract administration functions are performed.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Leading the development and implementation of procurement policies and strategies that have had government-wide impact or impact across a federal organization with national reach in information technology (IT) acquisitions.
  • Partnering with senior leaders in procurement and information technology (IT) to modernize procurement policies, streamline acquisition processes, enhance vendor relationship management, and improve the collection, analysis, and use of data to promote transparency and optimize decision making.
  • Developing or delivering IT acquisition training and presentations to the federal acquisition workforce using best-in-class contracts, agile methods, and or other innovative procurement methods (e.g., TechFAR, Digital Services Playbook, PIL, etc.).
  • Providing policy advice on the procurement of complex or major IT systems and services, cloud services, other digital services, and artificial intelligence.
  • Creating, leading, or participating in governance bodies to improve the efficiency and outcomes of federal procurements.

Certification: Applicants holding one of the following certifications are highly desirable. Applicants not certified may still apply and be selected but must obtain a certification within 24 months of appointment.
  • Federal Acquisition Certification in Contracting FAC-C (Professional)
  • Federal Acquisition Certification in Contracting-Digital Services/Digital IT Acquisition Program (DITAP)
  • Department of Defense Acquisition Workforce Improvement Act (DAWIA) Professional Certificate
  • Federal Acquisition Certification for Program and Project Managers (FAC-P/PM)
  • Project Management Professional (PMP) Certificate

Education

In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.

Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
