As a Program Analyst with the Office of Rulemaking, performs multiple and complex assignments under the minimal direction of a manager, team leader or more experienced professional. Applies regulatory, policy, and process management strategies to the FAA rulemaking, exemption, and rulemaking committee actions focused on providing improved aviation safety through timely and appropriate regulatory action.
Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/ programs. Assignments require knowledge and experience working across functional and/or organizational lines. Assignments include: acts as the rulemaking project manager on assigned rulemaking, exemption and rulemaking committee projects assigned. As the project manager, responsible for managing each project through the applicable process and for leading a project from its inception to completion. Keeps the project on track with its approved schedule. Acts as a facilitator at team meetings by guiding and managing the team through any issues that may arise to ensure that the team's objective are met and being the "owner" of the rulemaking documents during the drafting process to maintain accuracy while ensuring that the documents are written clearly and meet all applicable format and content requirements. As the project manager, the selectee must have the discipline to create clear and attainable objective and to see them through to successful completion. additionally, leads or supports ad hoc activities to review, evaluate, and analyze proposed and established regulation policies and guidance. Responds to internal or external communications, presents project status documents and briefings, or other actions in support of the mission of the FAA Office of Rulemaking.
Project Management: Conducts review, analysis, and evaluation of agency-wide rulemaking policies and apply to rulemaking process as needed. Ensures proper document drafting, coordination and communication. Identification of stakeholder requirements and design of strategies to meet those needs. Integration of tasks completed by others into a cohesive and consistent project deliverable.
Quality Assurance/Control: Develops and monitors project schedules to ensure on-time deliverables. Conducts periodic reviews of work products to ensure any errors identified and resolved. Facilitation of meetings with colleagues and peers: Identify strategies to facilitate and coordinate meetings with stakeholders.
Response to internal and external customers and inquiries to include: Overall project status, status o any individual sub-milestone or deliverable. Logging and coordination of multiple communications regarding project elements and compilation of reports showing any trends in received inquiries or concerns. May act as a point of contact to provide advice and guidance on the applications of rulemaking policies. May be called upon to communicate FAA positions on rulemaking policies internal and externally.

To qualify for this position at the I-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
