The incumbent will develop and maintain defensible Independent Cost Estimates (ICEs) for select Library programs; perform Independent Cost Assessments (ICAs), and craft, implement, and monitor the policies, procedures, and standards for cost management practices Library-wide. The incumbent will assess cost related risks, identify and communicate corrective actions, and collaborate with Service Unit leadership and management on budgetary and timing issues. Collaborative communication is an essential skill as the incumbent will work with Service Units and subject matter experts (SMEs) in the development of cost estimates and related cost management practices.
Directs and prepares ICEs and ICAs, providing independent cost estimates for the Library's program and projects (both IT and non-IT) in close coordination with the Office of the Chief lnformation Officer (OCIO) and other Service Units as appropriate. Develops and manages an estimation model and method to enable cost management practices. Applies in depth knowledge and experience with cost estimation software. Stays up to date on federal budgeting practices in the Legislative branch including appropriations law.
Requires expertise in parametric modeling, risk analysis, regression techniques, independent cost estimates, and IT cost estimation. Provides guidance and oversight over Library-wide cost estimation practices. Works under limited direction, performing professional level preparations for total cost estimates at different stages in the lifecycle of programs and projects. Develops cost estimation models, conducts feasibility studies and tradeoff analyses, assesses risk and schedules, and prepares and evaluates estimates. Works with stakeholders to understand program and project requirements in order to provide insightful cost management recommendations. Constructs and monitors data accumulation models to provide appropriate, evidence-based cost information to management. Provides cost information and analysis to Library stakeholders for decision-making, performance management, and future budget justification.
As part of updating cost estimates, compares actual cost and performance with estimated costs and scheduled activities. Reports any difference in costs and cost which exceeds established threshold to management. Prepares a periodic report of monitoring results and recommendations for review as required by the cost estimation governance, amongst other requirements. Coordinates and facilitates periodic meetings with management and respective stakeholders to discuss estimates, policies, and procedures. Supports independent cost reviews for programs and projects over certain thresholds.
Performs cost analysis to assist program management staff evaluate trade-offs, analyze alternatives, assess cost estimates, and run cost projections. Provides program management with cost related data for performance management. Establishes a tracking system to monitor actual versus planned performance. Prepares recommendations on planning practices. Shares best practices in cost estimation to Library program managers. Provides supplementary training on the Life Cycle Cost Estimate (LCCE) process. Leads or participates in communities of practice. Reviews for completeness cost estimate's artifacts, including of documentation for the technical baseline and basis of estimate. Supports the EPM Program Manager with program and project management duties as necessary. Prepares requests for information, statements of work, and other acquisition-related documents. Serves as Contracting Officer Representative as needed.
Leads the collaborative development of comprehensive cost management policies and procedures for various IT and non-IT programs at the Library of different size, scope, and complexity. Conducts analysis and provides recommendations to establish and formalize cost management governance with a large focus on cost estimation practices. Advises FSD and management of potential needs for new or updated cost estimation policies and procedures. Creates and revises procedures to trace costs back to underlying activities. Reviews and recommends cost related internal controls. Writes the associated policies, procedures and standards. Advises on the selection of pilot studies and conducts pilot studies to test and enhance respective policies, procedures, and their implementation. Combines strong communication skills with knowledge of cost management to assist stakeholders during the Library-wide implementation.
Develops and revises user manuals, handbooks, and training materials for cost estimation and cost management techniques, to help improve program management efficiency and effectiveness. Gathers requirements from the SUs and leverages known gaps to drive market research. Stays up to date on cost estimation practices and software. Updates training materials, tools, and policy artifacts as needed.
