The PSO Division regulates Patient Safety Organizations (PSOs) nationally, which were authorized through the Patient Safety and Quality Improvement Act of 2005. PSOs were established to provide for the improvement of patient safety and to reduce the incidence of events that adversely affect patient safety. They create a secure environment where clinicians and health care organizations can collect, aggregate, and analyze data that enables the identification and reduction of risks associated with patient care. The incumbent will provide technical leadership and guidance in the continued development of the Patient Safety Organizations Privacy Protection Center (PSOPPC) and data systems related to the Common Formats used to collect such data. Those data systems include the Network of Patient Safety Databases (NPSD) and the Quality and Safety Review System (QSRS).

MAJOR DUTIES:

As a Data Scientist, you serve as a senior advisor to leadership at the Division and Center level in collecting, analyzing, and interpreting unique and highly specialized data sets that contain information that can inform agency decisions regarding programs.

Your major duties and responsibilities will include:

  • Acting as a technical liaison with other offices, the Department of Health and Human Services, and private-sector organizations on relevant issues related to data science.
  • Conducting data science research with statistical and analytical tools used to analyze complex sets of data.
  • Translating the results of analysis into clear, actionable communications that equip Agency decision makers to make informed, data-driven decisions about Division and Center programmatic strategy.
  • Providing technical advice in the development and analysis of pilot initiatives and applications and making recommendations to management on the use of such technology as it relates to data.

QUALIFICATION REQUIREMENTS:

OPM basic requirement for all Data Scientist 1560 series positions as stated below:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

NOTE: A copy of your unofficial transcript (or foreign education equivalency) that verifies you meet the education requirement must be included in your application package by the closing date of the announcement. If meeting the basic requirement based in whole or in part on experience equivalent to a major as stated below, your resume must clearly demonstrate the periods of time (month/year). Copies of diplomas are not acceptable in lieu of transcripts as verification of the education requirement.

In addition to the basic education requirement above, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-12 level includes performing the following types of tasks on a regular and recurring basis:

1. Using statistical software (e.g., R, Python, Tableau, etc.) and statistical theories and techniques (such as multivariate modeling, machine learning, etc.)

AND

2. Developing a variety of dashboards (e.g., strategic, operational, analytical, or tactical) to convey statistical information to technical and lay audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
