If you are selected for this position, you will perform the following duties:
-Manages human capital programs related to the employment lifecycle of all FTC Senior Executives Service members (SES), Senior Level (SL) employees, Administrative Law Judges, Experts and Consultants, and Political appointees, to include Presidential appointees, noncareer Senior Executives, and Schedule C.
- Provides authoritative expert policy advice on and manages the operational human capital programs related to recruitment, staffing, and placement of SES and SL employees. Collaborates with SES selectees to fully develop executive Core Qualifications and finalizes packages for submission to the Office of Personnel Management's (OPM) Qualifications Review Board.
- Performs position management, classification analysis, staffing, recruitment, pay administration, and other related services for career and noncareer SES and SL positions; Administrative Law Judges, Schedule Cs, and Experts and Consultants.
- Manages all aspects of the SES and SL Performance Management Systems, to include providing guidance to rating officials and SES and SL employees, facilitating the Performance Review Board, and ensuring the FTC is in compliance with OPM and 0MB requirements and maintains system certification.
- Works closely with the FTC Executive Resources Board on all aspects of the executive resource program.
- Prepares SES and SL Biennial Allocation Requests; the Annual Data Call on SES and SL Ratings, Pay, and Awards; Presidential Rank Awards; and other submissions to OPM.
- Provides staffing and advisory services for the Intergovernmental Personnel Act program, to include negotiating agreements between the FTC and eligible organizations.
- Conducts comprehensive executive onboarding to include new employee orientation and communication of HR related information to ensure all incoming executives receive a proper introduction and are effectively acclimated to the FTC.
- Has full technical responsibility for independently carrying out complex studies and projects involving program development, evaluation, and/or operations related to executive resources program areas, including especially difficult management advisory services within the agency.
- Develops, modifies, and maintains the FTC's executive resources program policies, projects, or studies of significant scope and unusual complexity. Plans and collaborates with FTC's bureaus and offices; assesses progress towards HCMO, OED, and/or agency goals; determines alternative courses of action; and administers and oversees program and project implementation.
- Serves as the HCMO, OED, and/or FTC representative in inter-agency and intra-FTC negotiations, discussions, working groups, and formal and informal advisory forums to present, defend, and negotiate positions as a recognized representative of senior administrative management.
