Excepted Service - This position is in the excepted service and not subject to competitive service procedures. Merit promotion procedures do not apply. This vacancy may be used to fill additional positions as vacancies become available.
This position is located within the Department of the Interior, Office of the Solicitor, Departmental FOIA Office (DFO) and will be primarily responsible for providing legal advice, guidance, and support to the Department of the Interior and its bureaus with an emphasis on developing and providing training on the Freedom of Information Act (FOIA).
This is a permanent position.
At the full performance level of GS-14 the major duties of this position include, but are not limited to the following:
1. Serving on the DFO's Coordination and Oversight Team (COT) as the Department's FOIA Training Program Manager;
2. Creating and conducting training on FOIA requirements for Department employees across the country, using various media;
3. Serving as a legal adviser for the Department's FOIA Community, advising and developing training materials that properly address legal issues pertaining to FOIA including procedural requirements and the proper application of exemptions;
4. Leading evaluations of the Department's FOIA training resource needs;
5. Developing a suite of FOIA resources designed to train all levels of the Department's federal workforce to understand their FOIA responsibilities;
6. Coordinating FOIA training activities for bureau/office-level FOIA Officers and records custodians that specialize on the types of records that are maintained by the bureau, the FOIA issues that most commonly surround them, and agency-specific internal administrative practices;
7. Collaborating with the DFO's Policy Chief and FOIA Technology Program Manager to meet training needs on FOIA-related policies and technology tools;
8. Developing training/explanatory content for the DOI FOIA website and DOI FOIA Intranet sites;
9. Incorporating the effects of changes in law or regulations on the operations of the Department's programs and FOIA implications to ensure training materials stay up to date, incorporate such changes, and make recommendations for improvement;
10. Preparing briefing materials for senior Department leaders to effectively convey key information concerning the Department's FOIA resources, obligations, and expectations during the FOIA process;
11. Mentoring and training agency and bureau FOIA personnel and employees on the proper and effective application of the FOIA;
12. Providing training on drafting concise, clear, and accurate legal memoranda and pleadings as needed, including answers, declarations, and Vaughn indices.
Starting Salary Range Information:
Remote (Location Negotiable): GS-14: $116.393 - $183,500
NOTE: First time hires to the Federal Government are typically hired at the beginning salary in the range for their respective grade level.

Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
