EMERGENCY ASSIGNMENT: IMAT employees are subject to a 24-hour on call work schedules in the event of an emergency and be willing to be relocated to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official position description and may involve some physical exertion including activities such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, stooping, stretching, reaching, or similar activities; carrying and lifting of moderately heavy items (up to 50 pounds).
In this position, you will serve as a Geospatial Information Unit Leader and will coordinate federal support in response to natural or man-made incidents, including terrorism, that result in extraordinary levels of mass causalities, damage, or disruption, severely affecting the population, infrastructure, environment, economy, national morale, or government function.
When deployed, the incumbent reports to the Planning Section chief and is responsible for the application and coordination of incident-specific geospatial activities including: the production of spatial products, the collection and dissemination of spatial data and analysis, Global Positioning System (GPS) support, and the acquisition, exploitation, and dissemination of remote sensing data.

Determining requirements and acquiring resources to establish the unit and set geospatial priorities based upon incident requirements.
Providing spatially referenced information, products, and services to enhance decision making.
Providing customer service to stakeholders in response to geospatial coordination and approved data set requests.
Coordinating with appropriate geospatial stakeholders to prevent duplication with the Regional and National Remote Sending Coordinators.
Managing geospatial resources, including geographically dispersed staff. Brief customers on geospatial capabilities and activities.
Oversees management and analysis of geospatial data and maintaining geospatial databases.
Ensuring planning and procedures are established for data backup in coordination with Information Technology (IT) and adherence to copyright, disclaimers, licensing, and other sensitive products and data distribution protocols.
When not deployed, typical assignments include:
Participating in exercises at the National, Regional, and State levels and completing all training as required by the position.
Providing input for the development of and participates in the execution and documentation of functions and plans that affect critical aspects of FEMA's mission, operational responses and programs
Providing basic instructions on disaster-related topics to external stakeholders including Regional, State, and local authorities.
Participating in the development of regional catastrophic planning for all-hazard responses and assisting in the development of plans, goals, and objectives for new initiatives and programs.
Coordinating and preparing reports, policies, and other documents relevant to FEMA's GIS field activities and operations.

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.
You qualify for this position at the IT-03 level if you possess the following: One full year of specialized experience equivalent to the next lower grade (IT-02) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
Analyzing complex datasets utilizing knowledge of remote sensing, cartographic, and geospatial programs;
Providing technical guidance on Remote Sensing (aerial and satellite imagery), GIS, and various geospatial modeling programs; and
Leading a team to achieve organizational goals or Leading a team performing emergency management functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
