Help
  • You will be assigned to the Naval Treaty Implementation Program with emphasis on the Chemical Weapons Convention (CWC), Compliance Assessment Program and the Outreach Program.
  • You will write and edit software using C and JavaScript programming languages.
  • You will responsible for developing, maintaining, and updating geographic information system (GIS) applications and their associated databases.
  • You will use ArcGIS Pro software to design and manipulate maps and will prepare and provide training to GIS application users.
  • You will earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix.
  • You will design, test, and debug complex applications.
  • You will provide operating procedure training to application users.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the NT-04 position:

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector designing and developing complex computer programming to maintain and update applications and databases.

To qualify for the NT-03 position:

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-02 (GS-05/08 equivalency) in the federal service or equivalent experience in the private or public sector assisting with designing or developing complex computer programming to maintain or update applications or databases.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The following education may be substituted for specialized experience at the NT-04:

Successfully completed a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
Successfully completed 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

The following education may be substituted for specialized experience at the NT-03:

Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
AND
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

This position is located in the Systems Engineering Department, Energetics Systems Division, Ordnance Assessment & Logistics Branch (E13).

This position is within the Warfare Demonstration Personnel Project. The NT-03 pay band encompasses the GS-9/10 pay grades. The NT-04 pay band encompasses the GS-11/12 pay grades.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14 grade levels. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $172,075).
