This position advises the Superintendent's office on all maintenance issues and for the planning, developing, directing, and coordination of maintenance, repair, operation and rehabilitation of all physical facilities, structures and landscaping within the National Capital Park-East totaling over 8,000 acres and 98 reservations.

Help

The major duties of the Facility Operations Manager positions include, but are not limited to, the following:

  • Plans, directs, manages and evaluates the maintenance, repair, rehabilitation and operations of all physical facilities, grounds, and utilities in the National Capital Parks-East.
  • Responsible for daily operations, planning, and management of an intensive recreation program with various sports, special events and other activities throughout the year.
  • Serves as technical expert on all aspects of maintenance and provide advice and guidance concerning a variety of issues and projects.
  • Serves as the primary point of contact for the administration and managerial aspects of the park's maintenance service contracts to ensure the preparation of specifications, developing estimates, soliciting bids and price quotations, monitoring the contractor during the contract period and ensure services are rendered in accordance with the contract.
  • Provides technical advice and guidance in the management and supervision of park personnel engaged in repair and rehabilitation, cyclic maintenance and routine and special maintenance projects.
  • Establishes and maintains effective working relationships with members of the community and with park neighbors and users, specialized groups interested in programs conducted at the National Capital Parks-East, and with various conservation and preservation groups concerned with general NPS policy and with National Capital Parks-East operations in particular.

To qualify for this position at the GS-13 grade level, you must possess of the following minimum qualifications by close of the announcement:

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to1nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Qualifications

All qualifications must be met by the closing date of this announcement-06/02/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must possess of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; 3) or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project, utilizes a software system to record, manage and provide information including annual work planning, operations and maintenance cost data, deferred maintenance, detailed facility inventory, and condition data; monitoring a facility management program and documents asset information; assists in planning maintenance activities and preventative maintenance programs for a park, recreational area, or similar facility; 4) Conducts surveillance activities over construction and maintenance operations performed by a variety of private contractors. . You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work demands frequent visits to park locations and other field offices. Must perform both inside and outside in weather conditions varying from hot, humid summer heat to below freezing temperatures in winter; required to work below and above ground level on certain assignments; may work in confined areas such as attics, mechanical rooms, electrical rooms and bunkers. Some physical effort is required, such as lifting objects and equipment up to fifty pounds to check contractor's work, climbing, stooping, and walking.

Working Conditions: Work is performed in a variety of environments including office settings and outside locations, involving moderate risks and discomforts which may necessitate special safety precautions, e.g., working around moving machinery and equipment, scaffolding and raising platforms; exposure to noxious chemicals requiring the use of protective clothing, footwear, and safety gear. Occasional overnight travel may be required.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
