Summary


In this position you will assist the National Animal Health Laboratory Network (NAHLN) Coordinator and Associate Coordinators in the overall leadership of the NAHLN, and serve as a technical liaison between Veterinary Services, the National Veterinary Services Laboratories (NVSL), and NAHLN laboratories for supporting the surveillance of and response to significant national animal health issues.

Duties

Help
  • The duties may include, but are not limited to:
  • Providing data-driven solutions to complex challenges associated with the analysis, interpretation, and visualization of large and varied unstructured data sets.
  • Developing algorithms and/or tools to support data manipulation and processing as well as the use of data visualization techniques to articulate findings.
  • Analyzing data provided by NAHLN laboratories to find insights and trends that may go undiscovered in traditional research.
  • Working with large datasets and numerous confounding variables using appropriate tools and software to transform, combine, and clean data in preparation for analysis.
  • Initiating and maintaining networks, liaisons, and collaborations among internal and external partners and stakeholders to identify and document data management requirements.
  • Providing professional leadership in developing policies, standards, and operating procedures pertaining to data collection and analyses.
  • Preparing and presenting technical and general briefings to a variety of audiences.
  • Planning and coordinating technical training of internal and external employees in laboratory related data management and integration of laboratory data.

  • Repetitive tasks such as typing or keyboard entry and some lifting (up to 50 pounds) is required.
  • Domestic and international travel via airline, car, train, or other forms of transportation may be required.
  • Long term assignments for disease investigations (e.g. foreign animal disease outbreak) may occur and will require work at a temporary duty station from one-to-four weeks or longer in extreme cases.
  • Regular duties may involve mandatory participation in rotating overtime work schedules, and other time-sensitive work may be required in the evenings, on weekends, and holidays.
  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: Microbiology (0403):

  1. Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

    or

  2. Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education.

BASIC REQUIREMENT: Data Scientist (1560):
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.


FOR THE GS-13 LEVEL (0403/1560): Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Evaluating data coming from multiple sources against a defined quality standard, provide feedback to submitters on data quality, and/or helping resolve issues with data submissions.
  • Developing new methods to analyze data pertaining to whole genome sequencing or human, animal or plant disease test results, using programming languages such as Python, Perl, R, or similar.
  • Using computational operating systems such as UNIX or LINUX to help analyze large data sets.
  • Interacting with external clients to answer questions pertaining to RNA/DNA sequencing or human, animal or plant disease test results.
  • Providing oral and written reports to a variety of audiences, including the general public, scientists, and upper management-level administrators.

Note: There is no education substitution for this grade level.

  • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.
