MAJOR DUTIES


As an IT Specialist, you will serve as a technical expert in matters pertaining to a myriad of complex IT initiatives carried out through the Division of Information Technology (DIT).

Your major duties and responsibilities may include:

  • Serving as a principal technical advisor to senior management by providing support and direction in the implementation of the Agency's program management Office approach, that includes working with agency Contracting Officer Representatives (CORs).
  • Providing expert technical advice to management on the requirements of the annual budget process for agency IT investments.
  • Managing the agency's technology structure assure it is sustainable.
  • Advising management of necessary action when enterprise technologies are becoming legacy.
  • Overseeing, advising, and directing the implementation and operation of activities to ensure that the agency is compliant with Section 508, as required by law.

QUALIFICATION REQUIREMENTS:

OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR Information Technology (IT) Management Series, 2210:

To qualify for this position, you must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In addition to meeting the four IT related competencies above, to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
  • Analyzing and providing assistance to agency and IT professionals on project deliverables (e.g., acquisition plans and acquisition strategy) and ensure completeness and accuracy;
OR
  • Reviewing and assisting on agency's proposals related to IT budget and IT policy and planning activities related to Section 508 to ensure proposed recommendations meets policies, procedures, and guidelines.
In addition to meeting the four IT related competencies above, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Reviewing and verifying IT project deliverables to ensure completeness and accuracy and assisting in developing acquisition plans and strategy;
OR
  • Developing and implementing IT budget and IT policy and planning policies and procedures to ensure Section 508 program is accessible agency wide.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

ENTERPRISE ARCHIRECTURE - Maintains a comprehensive IT framework to manage and align IT strategies, plans and systems to support the organization's mission, goals and structure.

INFORMATION TECHNOLOGY POLICY AND PLANNING - Develops a framework for acquiring and managing information technology systems based on the organization's business requirements.
