ALL US CITIZENS. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
The Project Manager (PM), General Engineer serves as team lead responsible for the management and acquisition processes for the pre-design (Project Book), design and construction of major Veterans Affairs (VA) projects within the Office of Construction and Facilities Management (CFM), The PM is typically stationed in a Regional Office though in some cases manages remotely with recurring site or Regional Office site visits as needed. The design contracts are mostly for Design-Bid-Build or Design-Build package development though there are cases where other contract types could be utilized for project delivery. CFM is the owner of the project and serves as Design and Construction Agent for most projects, however CFM does partner with Non-Department Federal Entities (NDFE - e.g. General Services Administration, United States Corps of Engineers, etc.) to serve as Design and Construction Agent within both the Leasing and Major construction programs, when required or in the best interest of VA.
PM functions include acquisition processes and initiation of statement of work for contracts for schematic design, design development, and construction document packages developed by a private architectural and engineering firms as well as oversight for the acquisition and administration of the construction contracts to build facilities in support of the Senior Resident Engineer, once assigned; coordinates with the Contracting Officer for initiation and execution of processes involving negotiation, issuance, and administration of all contract changes of A/E services, testing labs, supplementary A/E contract services, and Commissioning services; leads a team comprised of a matrix of architectural and civil, structural, mechanical, electrical, and other engineering disciplines partnered to prepare and complete accurate and fully coordinated documents, including contract provisions, drawings and specifications, to comply with VA criteria, standards, and all appropriate codes; and administers the A/E Construction Period Services, Testing Lab, Commissioning, and associated contracts during the construction stage.
Work Schedule: Monday - Friday 8:00 am to 4:30 pm.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13, GS-12 or GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a senior resident engineer over a major renovation, design, modernization or new construction project involving two or more types of facilities; experience as a leader for a team of matrix of engineering and architectural specialties; experience in contract administration for Federal major construction projects; experience in primary responsibilities to explain, plan, coordinate, defend justify or negotiate difficulties of interpretation of construction contract documents; experience in developing written responses to inquire requests for technical and administrative subjects and communicating job progress through verbal and writing means.
