Program Management - Professional knowledge of child development principles to supervise the CDC's developmental programming. Ensures implementation of a developmentally appropriate program. Provide program oversight & accountability for the performance of employees & the safety of children in accordance with the Department of Defense (DoD), Department of Navy (DoN), & local policies & standards. Interacts professionally with employees, parents, volunteers & local installation command personnel. Participates in managing and resolving issues with parents, volunteers and/or employees.
Budgeting & Financial Management - Develop budget input, conduct written analysis of budget variances & prepare justification for funding of program resource requirements & repairs or maintenance of facilities/equipment. Oversees the collection, accurate accounting & reporting of funds received. Ensures compliance with all regulations governing the use of APF & NAF funds. Adhere to authorized methods of acquisition.
Personnel Management - Responsible for supervision of employees/volunteers. Responsibilities may include supervision of installation CYP Directors, CYP Training Specialists, Teen Coordinator, Teen/Sports Coordinator, Assistant Director, Program Leaders, Program Assistants, Operations Clerk(s), Cook(s), Food Service Workers, & Custodian(s). Ensure proper & timely initiation/implementation of personnel actions, assures quality related to selections, assignments, training, promotions, disciplinary actions, & recognition of employees/volunteers. Supports & carries out all established EEO objectives/policies in matters of personnel management, supervision & communicates support of these policies to subordinates. Ensures employees follow safety, health, nutrition, & risk management policies/procedures. Establishes performance standards for employees/volunteers. Provides clear guidance to employees/volunteers regarding compliance with standards & execution of management directives. Receives & ensures resolution of complaints & takes disciplinary action as necessary. Works collaboratively with the T&C Specialist to identify training needs of employees. Ensures that the T&C Specialist provides training in early childhood methods & child development to ensure the effective implementation of established curriculum & developmental programming. Ensures training is competency-based & tied to career progression. Encourages/facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential or college-level classes.
Program Operations - Gives input into development of CYP standard operating procedures (SOPs). Ensures implementation of these SOPs. Ensure distribution of the CYP employee/parent handbooks. Ensure program spaces are fully utilized. Work collaboratively with the person responsible for maintaining the Central Waiting List (CWL) to ensure vacancies are filled quickly.
Compliance - Ensures compliance with the standards/criteria developed by the DoN, DoD, the Military Child Care Act (MCCA), & the National Association for the Education of Young Children (NAEYC). Takes action to obtain & retain DoD certification & NAEYC accreditation. Implements recommendations/corrects deficiencies from inspections/accreditation visits. Prepare responses to inspection reports. Implement & support policies/procedures to ensure compliance with health, fire, safety, facility, & program regulatory guidance/standards. Responsible for compliance with child abuse & neglect reporting requirements. Ensures compliance with USDA Child and Adult Care Food Program (CACFP). Ensures food service operations provide nutritionally balanced meals/snacks.
CYP Program Oversight - Compiles statistical data for reports/data calls & keeps command abreast of trends, policy changes, program deficiencies & needs for the installation CYP. Executes a child placement system, including a central enrollment registry & a single Central Waiting List (CWL) for the entire CYP program. Ensure program spaces are fully utilized. Ensure an installation Parent Participation Plan, including a Parent Involvement Board that includes parents/representatives from CDC, SAC, and YP is implemented. Coordinates a joint CYP Inclusion Action Team. Responsible for issuance of an installation wide fee letter. Coordinates with installation CYP Directors on the use of employees. Ensures T&C Specialist(s) are utilized effectively. Initiates a CYP-wide training program. Ensures communication among CYPs on the installation. Serves as the liaison with the Regional Program Manager. Coordinates/maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections & is responsible for timely corrective actions plans.
Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
Program directors must meet the qualification requirements outlined in the OPM Group Coverage Qualification Standards for Professional and Scientific Positions and the Individual Occupational Requirements for the General Education and Training Series, (1701).
In accordance with DoDI 6060.2, an incumbent must have one of the following:
A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 3 years of full time experience working with children and/or youth
OR
A Master's degree in the related field of study AND minimum of 1 year professional experience working with children
OR
A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth.
