As an Intergovernmental Liaison Project Manager, you will serve as a lead in the development and implementation of Nuclear Regulatory Commission policies and programs involving areas of cooperation and coordination with State and local governments, Federally recognized Tribes, and/or interstate organizations in the licensing and regulation of nuclear power facilities and materials
Such duties include but are not limited to:
1. Regularly communicate with the Regional State Agreement Officers and Regional State Liaison Officers and provide programmatic direction, oversight, and advocacy for those programs.
2. Will work closely with State regulatory officials, representatives of interstate and regional organizations, as other Federal agencies, and/or Federally recognized Tribes, involving interpretation, acceptance, implementation and, when necessary, modification of NRC policies and programs affecting the States.
3. Participate, as needed, in the NRC’s Incident Response program on Liaison Team as either the State or Federal Liaison Officer.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1. Ability to interact and work effectively with management and staff at all levels of the organization to achieve cooperation and collaborative agreement among parties with diverse and often conflicting viewpoints or objectives.

2. Demonstrated experience with prioritizing, planning, scheduling, managing, and resolving problems associated with large and complex projects.
(Describe specific work experience, training, and developmental assignments which demonstrate your project management skills in the above areas. Give examples of any projects where you were the lead. Describe the types and complexity of projects you have managed including defining the objectives of the project, estimating resource needs, establishing and maintaining a schedule, resolving problems, and directing the efforts needed to reach the objectives and successfully complete the project. Describe professional experience with problem identification and resolution and give instances where your problem solving and conflict resolution skills were demonstrated.)
3. Demonstrated knowledge of the principles, theory and practices in the field of engineering, health physics, or byproduct materials regulation to identify, analyze and develop conclusions regarding assessments of regulatory programs or licensee performance in implementing radiation safety programs and controls. (See examples below)
Describe specific experience, education, training, and accomplishments demonstrating knowledge and skills in the areas of engineering, health physics, or byproduct materials regulation and demonstrated ability to identify safety issues and recommend sound regulatory approaches as they relate to regulatory programs or licensee activities or operations. This should include how the knowledge was used in developing conclusions regarding assessments of licensee performance or on the acceptability of a licensing action.
4. Demonstrated skills in gathering technical or regulatory information and communicating/distributing such information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing. (See examples below)
Describe your experience in gathering complex technical or regulatory information from an organization outside your own office or division and passing that information on to others. Examples of information gathering include attendance at meetings (management and/or project level), conference calls, or research. Examples of information distribution include oral and written communication. Describe specific experience, training, and accomplishments that demonstrate your ability to communicate information, both orally and in writing. Describe the various types and levels of individuals you communicate with, what kind of information was provided and for what purpose. Where relevant, describe in what way you promoted the communication/distribution of the information either internally and/or externally. 5. Ability to function as an effective representative of the agency in interactions with members of the public or organizations outside the NRC.
Describe specific experience or education that demonstrates or supports your ability to represent the agency effectively in interactions (e.g., meetings, conference calls, drop-ins, organizational conferences) with members of the public or organizations outside the NRC (e.g., State and local governments, interstate organizations, Federally recognized Tribes, other Federal agencies, and/or non-government organizations) including professionally representing the positions of your organization to those groups. Describe any situations where the interactions were with external stakeholders who held conflicting viewpoints or objectives from your organization. Describe techniques you have used to develop effective working relationships with these groups/individuals. For each example, describe the significance or complexity of the interaction, the role you played, e.g., meeting leader, technical leader, facilitator, etc., why the interactions were effective, and the results or outcomes of your actions.
SPECIALIZED EXPERIENCE is defined as: experience which demonstrates knowledge of the principles of good project management and reflects progressively responsible experience demonstrating effective communication, collaboration, and/or liaison skills.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2)
include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or
physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f)
nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and
mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their
applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1 , or licensure as a Professional Engineer (PE) by any
State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by
means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of
their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated
eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional
registration by an engineering licensure board in the various States, the District of
Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the
courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as
described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics,
