As a RANGE TRAINING OFFICER, GS-0301-12, you will manage and implement the Air Combat Training System for the CRTC.This position is located in the Operations Branch, Air National Guard, Combat Readiness Training Center (CRTC). This is an Air National Guard (ANG) Dual Status technician position requiring military membership, compatible military skill assignment, and classification.
1. CRTC Exercise Planning. Plans, organizes, develops, coordinates, integrates, directs, and evaluates actual and simulated exercises which normally involve flying organizations and other military units inside and outside the CRTC Regional Area. Coordinates with National Guard Bureau (NGB), the Federal Aviation Administration (FAA) and other Department of Defense (DoD) agencies such as Air Force, Navy and Marine Corps, in addition to National Guard organizations of other states, and officials of similar types of units from foreign nations. Units representing these entities may act as friendly or aggressor forces during such exercises. The "aggressor" aircraft simulate the offensive tactics and performance of potential enemy aircraft. Friendly forces practice and employ offensive and defensive tactics to make exercises as authentic as possible in order to obtain maximum value of training and evaluation opportunities. Friendly and aggressor forces are under the constant radar control and direction of unit Weapons Controllers and Technicians, which are observed and evaluated during such exercises by this position and organization. Provides evaluation and reporting of results observed to higher headquarters. Ensures exercises are conducted in accordance with current regulatory guidance to include compliance with published timelines (exercise notification, meetings, etc.). In concert with appropriate players, coordinates and plans exercise requirements regarding type, objectives, and forces required. Coordinates exercise airspace requirements with appropriate agencies. Publishes required Air Tasking Orders (ATO), exercise Special Instructions (SPINS), letters of instruction, and White Force guidance. Establishes a simulation center and designates an exercise control group who will assist with observation/assessment. Conducts no-notice alert force exercises for the purpose of exercising/assessing the capability of all or any portion of the peacetime air defense system. Considers availability of faker aircraft and airspace, impact on availability of air defense scrambles, and maintenance. Plans, coordinates, and conducts debriefings for all exercises, consolidates results, evaluates exercise effectiveness, and publishes after-action reports of the same. Conducts exercise debriefings during which exercise problems and observations are presented to unit commanders, their staffs, and other interested personnel. Ensures exercise planners review operational, logistical, support, and force protection requirements, command relationships, applicable plans, After Actions Reports (AAR), lessons learned databases, corrective action reports, observation reports, and guidance from higher headquarters to determine appropriate exercise objectives and ensures the exercise design supports training objectives.
Plans, organizes, and directs the activities of Combat Training System (CTS), ensuring compliance with legal and regulatory requirements and meeting customer needs. Develops goals and objectives that integrate organization and CTS objectives. Researches, interprets, analyzes and applies applicable and current directives and policies. Establishes policies and procedures for accomplishment of headquarters level oversight, supervision, expert technical guidance for the CRTC, combat airspace training facilities, and aerial gunnery and bombardment ranges regarding management of training airspace resources. Manages and controls CRTC training airspace, requirements, procedures, acquisition, and specifications for the CRTC, and identifies and resolves critical problems that could adversely affect the ANG and USAF air superiority capability. Approves policy and plans that provide necessary aerial training that allows for effective and successful worldwide projection of ANG flying units in support of global tasking, both wartime and contingencies. Integrates evolving technology in the enhancement of aircrew training. Provides inputs to airspace proposals for integration with the National Airspace System (NAS) administered by the Federal Aviation Administration (FAA). Provides policy and guidance inputs to senior CRTC leadership in support of the National and Regional Airspace and Range Councils.
