This announcement is open ONLY to current, permanent employees of the Birmingham VA Healthcare System.
The Healthcare Engineer/Energy Manager performs project planning, produces designs, manages designs, manages construction, and provides construction administrator for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, and station-level projects at the Birmingham VA Medical Center and associated Community Based Outpatient Clinics (CBOCs).
The incumbent works in a collaborative effort with other Energy Managers within the VISN to accomplish VISN and VHA energy goals. In addition, the position provides technical and program support for the energy conservation programs at local NCA and VBA sites.
The Energy Manager implements energy conservation initiatives and prepares project submission documents for cost effective energy conservation retrofit projects. He/She prepares and monitors utility budgets, advising management of potential budget shortfalls and other factors that may influence the energy budget.
The incumbent works with the operations and maintenance sections to analyze and improve utility system energy performance, initiates, and supports the development of operational procedures and controls, including to but not limited to the following:
A. Monitor utility systems' components looking for significant changes in consumption rates or quantities.
B. Evaluate data compiled from energy management programs or programs tracking energy consumption for assigned faculties.
C. Work with energy plant personnel and or maintenance to monitor/improve efficiency of boiler and chiller operations.
D. Monitor natural gas prices to determine when utilizing alternate fuel oil in facility boilers is of economic benefit to the facility.
E. Determine local set back parameters for unoccupied spaces after hours.
F. Evaluate existing energy savings systems, such as glycol loops, heat wheels and solar panels and recommending appropriate operational changes.
G. Review and monitor contracts and contractor performance for water treatment to included, but not limited to softener for boilers chillers and food preparation or cleaning equipment for appropriateness and billing accuracy.
H. Manage the building/energy management system(s) and utility metering initiatives (electrical, water, gas, steam, etc..) ensuring proper use and administration.
I. Establish & monitor the operating set points for variable speed drives and similar devices.
J. Inspect, troubleshoot, and monitor the steam condensate return systems.
