The incumbent serves as an Agency logistician with responsibility for development, management, and integration of logistics applications to improve and sustain the effectiveness of FTC logistics processes and decision making at all levels. This includes participation in planning, directing, controlling, and coordinating the development, promulgation, and implementation of technology and program modernization for the FTC's logistical processes.
Through program development and management, ensures daily operational execution of assigned activities and programmatic functions. Analyzes, develops, maintains, socializes, and updates agency level policies, procedures, training materials and briefings. As the agency subject matter expert on assigned duties, conducts ongoing program assessments as to ensure federal and agency level compliance with existing and emerging policies and procedures.
Maintains a repository of statistical, narrative, and briefing data for use in the day-to-day activities, keeping senior leadership appraised of program health. Reports with summations of all areas of program and project research covered, with conclusions reached, and recommendations for improvement or corrective actions needed. Ensures the accuracy of reporting data is complete, logical, and organized, publishing in a timely and useful manner per established protocols.
Serves as the Branch executive agent for Branch technology administration (e.g. FTC OED Service Catalog, SharePoint pages, or other media content sites) pertaining to the integration and updates to available support service policies and procedures. Reviews current service practices against task level support and the Administrative Manual, identifying and developing changes to policy to resolve discrepancies or shortfalls.
Manages the Employee Parking Program for FTC. Ensures that eligible and essential FTC staff are processed through an approval process, to include the mitigation of circumstances which may cause elevation of approvals. Coordinates with internal Offices/Bureaus and external entities in support of parking access and management in a timely and efficient manner, maintaining, issuing, and retrieving permits and other accountable property.
Facilitates the daily management and operation of a million dollar-annual fund for the FTC Commuting Support Program that assists employees and volunteers with funding assistance from the Department of Transportation (DOT) Federal Transit Subsidy Benefit Program. Coordinates with DOT account managers for system and funding updates. Manages system portal request from FTC employees with account sign-up, deletion activities, and provides program explanation and feedback to staff members.
Manages the daily operations of the FTC Express Shipping Program supporting account users in the shipment of time sensitive agency related accountable parcels. Ensures that FTC Organizational Elements are supported with necessary courier accounts and associated system access, tracking verifications, label creations, and proper invoicing on all parcels shipped by FTC staff. Establishes and evaluates internal controls and procedures to ensure that express shipping requirements are followed as to mitigate budgetary strains, ensure accuracy of courier pick-ups, and timely delivery of parcels by external vendors per established procedures.
As the Government Printing Office Program Manager, serves as the primary FTC point of contact for the Government Printing Office. Manages the GPO Express Card program for FTC, DC and regional staff, ensuring issuance of cards to approved staff as dependent on mission needs and associated policies. Orders and distributes Government Printing Office materials to FTC staff as requested, tracking ordered and completed jobs for accuracy, addressing discrepancies immediately.
As the Logistics Branch Technology Manager, makes timely updates to various digital library's that provide immediate access to key branch policies, procedures, and department points of contact. Researches and investigates new and improved methods to automate branch services to improve operational efficiencies and compliance.
Serves as an advisor, creator, and/or maintainer on logistics contracts related to assigned operations and associated processes and systems. As a Contracting Officer's Representative provides operational guidance and contract monitoring and management. Performs duties as a Level 2 Contracting Officers Representative (COR) and assumes overall responsibility for the Logistics Service Support Contract, which that tether Parking Management, Asset Management, and Office Supply Management.
Performs other duties as assigned.
