U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security comprised of approximately 19,000 Federal employees, and additional contractor employees, working in approximately 250 Headquarters and field offices around the world. We are responsible for the administration of immigration and naturalization adjudication functions and establishing immigration services policies and priorities.
The Office of Information Technology (OIT) is responsible for anticipating and gathering mission needs and responding to the requirements identified by business users in the development, testing, integration, implementation, evaluation, operation, and maintenance of IT capabilities used to accomplish the mission of USCIS. OIT also designs and develops strategic plans to ensure a sound integrated IT architecture and promotes efficient use of resources, effective system design, and operation of all IT systems.
The Deputy Chief Information Officer (DCIO) for Delivery assists the CIO in driving the digital transformation and streamlining of immigration services by leading a state-of-the art, cutting-edge, development program that meets USCIS's mission. Using Agile development methodologies, DevSecOps best practices and a user-centered design approach, the DCIO for Delivery leads a next generation development program employing cloud based, scalable architecture, immutable infrastructure, automated testing and continuous integration and continuous deployment.
The DCIO for Delivery meets with senior officials of the Department of Homeland Security (including components), other Cabinet level agencies, and Congressional committees regarding planning, allocation of resources, and development of long-range goals and objectives that support DHS and the federal government's goals and milestones regarding the administration of USCIS. He/she represents USCIS in executive level meetings to assure the agency's positions are clearly articulated and understood.
The Deputy Chief Information Officer (DCIO) for Delivery assists the CIO in carrying out the strategic vision for information technology (IT) programs. He/she participates in directing and managing the Headquarters staff in all areas related to the IT resources of USCIS. He/she is responsible for the conception, development and implementation of policies, procedures, guidelines, and standards for sound information technology business to meet the overall IT needs of USCIS. The Deputy CIO for Delivery participates in monitoring field activities, ensuring policy consistency, program effectiveness, quality project management and responding to all USCIS IT needs.

MANDATORY TECHNICAL QUALIFICATION (MTQs)

MTQ 1.Demonstrated knowledge and ability to oversee and lead the design, implementation, and continuing development of modern, reliable, and secure end-to-end IT services and applications (i.e. DevXOps practices, cloud-based business systems, network operations,web servers, Service Desk, telecommunications and IT security).
MTQ 2.Demonstrated ability to lead, manage, and build enterprise consensus for large, complex multi-component IT programs that may include multiple enterprises, multi-agency stakeholders and contractors.

This position is part of the USCIS headquarters offices that recently moved from Washington, DC to Camp Springs, MD to the new USCIS headquarters building in Camp Springs, MD. The new USCIS headquarters is a state of the art facility conveniently located near the Branch Avenue Metro Station on the Green Line and a short distance from Exit 7 (Branch Avenue / Route 5) on the Capital Beltway.
