Performs responsibilities with a client-centric, data-driven, and solution-oriented approach grounded in law, regulation and policy. Takes a strategic approach to supervisory human resources responsibilities. Prepares work products that ensure applicable policies, guidance and protocols are followed for quality, compliance, timeliness, and levels of client satisfaction. Provides human resources management advisory guidance and services in the development, interpretation, and coordination of duties.
Plans and directs activities. Directs sophisticated, detailed analyses of FHFA's workforce and the preparation of strategic and operating plans that address Mission Critical Occupations (MCOs), federal-wide MCOs, and cross-cutting skills. Oversees development of the Human Capital Operating Plan (HCOP) and the strategic alignment with high level agency plans including the Strategic Plan, Annual Performance Plan (APP) and Annual Performance Report (APR).
Sustains and improves agency human capital planning, measurement processes and analytics. Tracks and analyzes future needs, gains, and losses among critical occupations to maintain or increase staffing levels and functional skills needed for effective agency performance. Develops data driven analyses and analytics, with plans to support critical human capital decisions and to identify baselines and metrics under which results can be determined and documented. Links the HCSP and HCOP to the FHFA strategic and other agency performance plans, and ideally the agency's budget. Aligns objectives and outcomes to promote and support the agency's overall mission, vision, and values.
Serves as the agency's principal functional expert on human capital strategic planning, workforce analysis and analytics. Ensures planning initiatives support agency workforce needs, addresses functional and demographic challenges, and closely integrates with other agency and OHRM programs and activities. Advises the Director OHRM and Deputy Director OHRM on workforce and human capital strategic planning.
Continuously evaluates agency workforce studies and planning activities as well as the OHRM strategic process. Identifies opportunities for innovation and proposes improvements to enhance the relevance, quality, and timeliness of human capital and human resources services.
Enables evaluation of employee and organizational effectiveness and makes needed adjustments. Recommends significant, new human capital policies and planning initiatives based on the results of his or her assessments and functional experience. Makes sure that workforce analyses and plans incorporate advanced analytical techniques, correctly identify the workforce issues and priorities most in need of agency attention, are relevant to mission, and incorporate metrics and other measures by which success can be evaluated.
Makes decisions or advises OHRM leadership on highly visible regulations, plans, that require senior level functional knowledge, thorough plans, understanding of applicable precedents, keen understanding of the organizational environment, judgment, and discretion.
Develops and maintains productive working relationships with other key members of the OHRM staff, executives throughout the agency, representatives of professional associations and academic institutions, as well as leaders of key agency administrative organizations.
Manages resources to maximize the effective and efficient use of funds and employee skills. Reviews factors that contribute to the cost of providing services to eliminate waste, optimize resource allocations and minimize areas of vulnerability. Directs development of budget and staffing plans. Ensures that plans and forecasts accurately account for current and future requirements.
Directs component personnel and contracts. Maintains an organizational environment that positively influences employees' ability to deliver high quality and timely products and services. Takes or recommends substantive personnel actions regarding selection, promotion, classification, training, discipline, and performance management.
