All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below. PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - Demonstrated experience and recognition as an expert in planning, managing, and deploying major systems or projects of national significance. Candidates with certifications in systems engineering, software development, and/or Federal Acquisition Community-Program Management (FAC-PM) or Defense Acquisition Workforce Improvement Act (DAWIA) equivalent are preferred. At a minimum, the candidate must be able to obtain a FAC-PM or equivalent certification within six months of appointment.
PTQ 2 - Demonstrated experience leading an executive-level strategic planning and program development function for a large business, government or similar organization, including establishing and/or managing an organization to develop, acquire, and field specialized software to meet unique functional business requirements. Knowledge and experience in spectrum management systems development, deployment, and operations is preferred.
