Specific Duties
The incumbent carries out the following specific responsibilities:
The Division of Environmental Assessment (DEA) Director, has overall responsibility for development and direction of BOEM's compliance with environmental laws, regulations, executive orders, and related requirements, notably (but not limited to) the Outer Continental Shelf Lands Act, National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Coastal Zone Management Act, Fisheries Conservation and Management Act (FCZA), National Historic Preservation Act, Clean Water Act, and Clean Air Act. Ensures appropriate application of scientific information within decision analyses and documents across many disciplines (air quality, fates and effects, habitat and ecology, socioeconomic and sociocultural, endangered and protected species, oceanography), across multiple BOEM programs (oil and gas, renewables and marine minerals), and in the full range of ecosystems and environments in the 2.5 billion acres managed under the OCS. Specific duties executed by the Director, DEA or through staff include:
Performing supervisory duties, including but not limited to directing a program with significant resources; planning and assigning work and evaluating accomplishments; developing performance standards and evaluating subordinate performance; counseling employees on work and administrative matters; reviewing and approving serious disciplinary actions; making and approving selections for non-supervisory positions; identifying training needs and developmental opportunities (including those of a costly, non-routine, or controversial nature); hearing and resolving serious employee or group complaints; approving expenses comparable to within-grades increases, extensive overtime, and employee travel; recommending awards and bonuses and changes in position classification; approving leave; and finding ways to building teamwork, improving business practices, and enhance productivity. These duties (in combination with similar supervisory duties under the CMA Director position) are performed less than 25% of the time.
The CMA Director, conceives, plans and executes BOEM's first center of expertise, an organization-wide scientific and policy service entity driving best practices, research, scientific rigor, policy improvements, and messaging on marine acoustic issues. Ensures appropriate application of scientific information within decision analyses and documents across many acoustic disciplines (modeling, biological impacts, policy), across multiple BOEM programs (oil and gas, renewables and marine minerals), and in the full range of ecosystems and environments in the 2.5 billion acres managed under the OCS. Specific duties executed by the Director, CMA or through staff include:
Building and adapting needed IT or other technologies, budget, and staff resources to support CMA model development and meet goals and objectives.
Overseeing development and certification of BOEM's first in-house acoustic model, a suite of underwater acoustic propagation models and supporting databases capable of use for all of the acoustic sources regulated by BOEM.

This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
