The incumbent will serve as the Deputy Chief for the Cybersecurity and Communications Reliability Division (CCR), Public Safety and Homeland Security Bureau (PSHSB), with responsibility for authoritative legal oversight and interpretation on such matters as communications network reliability, reliability of the nation's emergency warning systems, public safety, homeland security, disaster management, etc.
Provides expert legal oversight and interpretation on the impact of the Communications Act, Administrative Procedures Act, Paperwork Reduction Act, Freedom of Information Act, Federal Advisory Committee Act and other relevant statutes, Commission rules and decisions pertaining to CCR Division activities.
The incumbent will assist the CCR Division Chief with planning, directing and coordinating divisional functions and responsibilities; establishing priorities and strategies for the division; coordinating assigned activities to ensure consistent application of relevant rules, policies, and orders.
Incumbent will assist with the establishment of long and short term goals in order to fulfill the Division's mission; assess division workload and performance; plan for professional staff development; establish and revise policies as appropriate; communicate broad perspective of the Division and Bureau's functions, policies and activities.
Incumbent engages with the Division staff to obtain and provide information, direct action, modify, expand or reverse findings, as appropriate. Convenes and/or participates in meetings with agency staff members, industry representatives and trade associates to discuss potential or existing problem areas, negotiate resolutions to include alternative resolution disputes and to ensure legal sufficiency of agreements.

A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience
Applicants must have a minimum of four years of professional law experience, and a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:
(1) Supervising and/or managing a multi-functional staff responsible for line/staff functions and activities;
(2) Conducting legal research and interpreting law, policy and regulation related to communications, administrative, public safety/homeland security, and/or communications network reliability, resiliency, security and/or cybersecurity matters;
(3) Providing advice to senior officials on complex legal, regulatory, and/or policy matters involving communications, administrative, public safety/homeland security, and/or communications network reliability, resiliency, security and/or cybersecurity matters;
(4) Drafting, reviewing, editing and delivering complex legal and policy documents, briefing materials, technical reports, assessments, plans, and/or proposals;
(5) Conducting oral presentations of plans, proposals, legal, and technical analysis to a variety of audiences, including senior leadership; and/or
(6) Developing and implementing strategic plans.
