As an electronics engineer, plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager or higher level professional. Acts as a principal technical specialist or team leader for large work activities.
Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to the electronics engineering discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of the major subdivision and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: system design reviews of non-federal systems/ services, review of NAS integration plans for non-federal systems/services; extensive research; and direct responsibility for project management.
Applies project management principles for NAS modernization initiatives, including identifying, procuring, distributing and tracking resources needed to accomplish large projects. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Leads technical reviews of system documentation and proposed modifications. Identifies the need for technical documentation, as well as any changes needed in order to maintain safety and certification of NAS equipment. Monitors the review, development, enhancement, and edits to technical instruction books, maintenance procedures, orders, policies, etc. Initiates efforts to incorporate any new innovations into the appropriate maintenance documentation.
Applies knowledge of the NAS maintenance polices, and the relationship between critical and complex systems/services and air traffic operations and procedures, which is essential to understand the business relationships and technical requirements to ensure services are maintained and available for the user while also maintaining critical NAS operations. Collaborates with various FAA offices to ensure operational needs are translated to acquisition requirements and that updates to FAA databases and documentation are adjusted appropriately.
Responsible for developing and integrating RMM technologies to establish real-time situational awareness. Conducts engineering studies to develop and implement solutions. Engineering studies often involve extensive research across disciplines. Develops new and innovative methods of testing to solve problems/issues. Leads project engineers on the fabrication of products and lab testing and development.
Applies technical knowledge of electronic systems to EnRoute Communication systems and other service management system projects, such as Surveillance, Power, etc. Evaluates hardware, software, and other electronic properties used in system components and/or products. As a project manager for large work activities, he/she leads the development of a remote maintenance monitoring and maintenance system, to include hardware and software design. Leads technical reviews of system documentation, safety assurance, system engineering, safety risk management, etc., to ensure compliance with performance standards.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects and other work activities. As a technical point of contact, works collaboratively with FAA and Industry partners to coordinate and lead projects. Communicates results to all levels internally (within and across the ATO) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents Briefing to obtain consensus/approval on policies.
Degree: professional engineering. To be acceptable, the curriculum must: (1)be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than 1st year physics & chemistry) in 5 of these 7 areas of engineering science or physics:(a)statics, dynamics;(b)strength of materials;(c)fluid mechanics, hydraulics;(d)thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials; and (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience - college-level education, training, and/or technical experience that furnished (1)a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2)a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. THE ADEQUACY OF SUCH BACKGROUND MUST BE DEMONSTRATED BY ONE OF THE FOLLOWING: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR evidence of having successfully passed the Engineer-in-Training (EIT) exam, or the written test required for professional registration; OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences AND in engineering that included the courses specified in paragraph 1; OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, computer science, mathematics, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision.
In addition to the above, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I or FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position:
Experience evaluating hardware, software, and other electronic properties used in system components or products.
Experience conducting engineering studies to develop and implement solutions.
