The Chancellor (Associate Deputy Assistant Secretary-equivalent) of the Veterans Affairs Acquisition Academy (VAAA) reports to the Executive Director for Acquisition and Logistics.
The Chancellor is responsible for establishing and managing the policies, strategies, methodologies, procedures, training and other associated programs necessary to assure that the entire VA Acquisition workforce achieves and maintains necessary competencies and skills required for quality daily job performance.

MAJOR DUTIES AND RESPONSIBILITIES:
Serves as the Chancellor of the VAAA and builds partnerships with leaders across government to identify policies and methodologies that further acquisition workforce development objectives, fosters and promotes the development of a professional acquisition workforce for the Department of Veterans Affairs, develops instructional material for acquisition personnel in conjunction with public and private institutions, and evaluates the effectiveness of training and career development programs for acquisition personnel.
Leads the design, development and delivery of competency-based training for VA's entire acquisition workforce, and through the leaders of the various VAAA schools, develops and implements VA-wide acquisition workforce training policies, programs, and practices for contract specialists, construction and facilities managers, program/project managers, supply chain managers, interns, and acquisition executive leadership. The incumbent is the principal advisor to the Executive Director for Acquisitions and Logistics for all acquisition educational and related management issues, and has complete performance accountability for the VAAA.
The Chancellor develops and maintains partnerships with internal stakeholders and other Federal entities concerning acquisition and leadership training and optimizes partnerships so the entire VA acquisition workforce benefits from those collaborations. The incumbent represents the Department's interests in training competent acquisition professionals and ensures that training is appropriately developed and delivered to reflect and satisfy Department acquisition needs.
Exercises full managerial authority and oversees the development of strategic plans based upon broad assessments and programmatic evaluations of long term organizational objectives and desired educational outcomes. The incumbent is accountable for VAAA's achievement of established performance goals. The incumbent identifies and secures the financial and manpower resources necessary to support VAAA requirements and responsibilities and allocate funds and accounts for their use.
Carries out the full range of managerial and supervisory responsibilities and authorities necessary for the administrative and fiscal management of the VAAA. The Chancellor designs major program and operating plans, establishes policies and sets goals and ensures the most effective application of available resources to achieve VAAA goals. The incumbent establishes timetables and evaluation methods to determine progress and accomplishments against short- and long-range objectives and goals of the educational program. Based upon evaluative findings, the incumbent ensures the appropriate adjustment or redefinition of objectives, goals, and procedures as necessary, or identifies other corrective managerial actions.
Plans for the application of new educational approaches and developments arising from proposed legislation, changes to the Federal Acquisition Regulation and other applicable regulations and policies. Establishes, implements, and monitors an aggressive program of professional development for instructors and support staff, to ensure effective utilization of modern state-of-the-art instructional and technical content, methods, and techniques.
Leads the organization to accomplish the mission and achieve the vision and goals of the Department, the Offices of Acquisition, Logistics, and Construction and Acquisition and Logistics, and the VAAA. The Chancellor determines the allocation of staff and contract resources among the various Academy schools and components to ensure appropriate results. The Chancellor determines where emphasis should be placed and how best to utilize resources including realignments to address shortfalls or to satisfy priority training needs. The incumbent prepares and executes project/performance plans.
The Chancellor manages the allocation and distribution of funds and resources for acquisition training contracts. Reviews, accepts or rejects contractor services and deliverables, and takes appropriate actions based upon evaluations of contractor performance. Resolves any relationship problems or conflicts that impede progress. The Chancellor exercises broad managerial authority to formulate annual and multi-year work plans, budgets, and schedules for projects across VAAA's multiple programs, schools and the Learning Standards Office.
As the executive supervisor, the Chancellor establishes organizational goals and objectives, undertakes leadership assignments which are highly complex, potentially sensitive and/or controversial and broad in scope. The Chancellor directs the activities of professional, technical and administrative employees working in a variety of professional disciplines and provides direct supervision to subordinate leaders: Deputy (serving as Vice Chancellors) and Directors for various schools the Acquisition Academy.
Applicants must possess a Master's Degree that included or was supplemented by major study in education or in a subject matter field appropriate to the position from an accredited institution of higher education or international equivalent or equivalent terminal or professional degree in an appropriate discipline is preferred.

Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
