The Budget Analyst is expected to be self-directed and motivated. The incumbent will be expected to work in a team atmosphere, communicate with park staff and regional program managers, provide budget training to managers and program assistants, and provide regular budget updates to the park management team.
Reviews and analyzes the overall unit and individual sub-unit budgets to ensure that the preparation and the use of the funds are in accordance with allocations, policies, procedures, laws, and required formats.
Provides financial planning advice, including evaluating projected needs versus anticipated funding levels, determining submission formats, and coordinating and consolidating requests for the unit.
Reviews budget requests and the authorized staffing and funding levels and participates in recommendations for funding and staffing decisions based on objectives and direction.
Prepares budget summaries for submission to higher level employees, compiles status of funds, adjusts accounts, and prepares support justifications for reprogramming requests.
Reviews, analyzes, and takes action on approved requests for adjustments In allocations, transfer of funds between units and agencies, special funding distributions, and fixed cost assessments.
Establishes and maintains a current and functional control record of all allocations and authorizations received and those disbursed.
Analyzes and summarizes financial reports, and identifies and evaluates trends and potential problems.
Conducts periodic financial reviews to ensure rate of expenditures are within approved funding levels and to advise managers if fund balances are appropriate for the remaining work to be accomplished.
Participates in reviewing and analyzing directions and procedures on financial management matters from higher level offices within the organization, and develops guidance for managers to accomplish objectives. Specifically, participates by drafting a variety of financial reviews, instructions, and procedures.
Duties will be developmental in nature when filled below the full performance level.
AREA INFORMATION - Headquarters offices for the Southeast Utah Group are located in Moab, Utah. A town of approximately 5,000 residents sitting at a 4,000ft elevation, Moab provides all basic amenities including doctors, dentists, hospital, schools (K-12), churches, and shopping. Temperatures in spring and fall are mild, but summer temperatures often exceed 100F. Opportunities to hike, bike, kayak, raft, rock climb, and motor-recreate are numerous and varied. Arches National Park contains the world's largest concentration of natural stone openings. Arches, spires, balanced rocks, canyons and fins of colorful red rocks are set against the dramatic backdrop of the La Sal Mountains, rising to over 12,000 ft in elevation. The high desert ecosystem provides an interesting array of blackbrush, pinyon juniper and open grassland habitats. Cultural history sites include a turn-of-the-century cabin and root-cellar as well as several Native American petroglyph and pictograph panels. Canyonlands National Park preserves a wilderness of rock at the heart of the Colorado Plateau. Water and gravity have been the prime architects of this land, cutting flat layers of sedimentary rock into hundreds of canyons, mesas, buttes, fins, arches and spires. At center stage are two canyons carved by the Green and Colorado rivers. Hovenweep National Monument, Once home to over 2,500 people, Hovenweep includes six prehistoric villages built between A.D. 1200 and 1300. The towers of Hovenweep were built by ancestral Puebloans, a sedentary farming culture that occupied the Four Corners area from about A.D. 500 to 1300.Natural Bridges National Monument encompasses approximately 7,800 acres. Three massive sandstone "bridges" can be viewed within the deep, looping canyons. Human occupation in the area dates back to 7000 B.C.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.
