For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
-OR- Education: Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
To qualify for the GS-12 grade level, you must have 1 year of creditable specialized experience equivalent to the GS-11 grade level. Examples of work include, but are not limited to the following: Examples of the experience includes: Managing the installation and integration of systems and software updates or enhancements. Reviewing operating system, server, database and other logs to ensure system availability. Resolve technical and administrative problems. Troubleshooting system issues. Provides advice and guidance to customers in both written and oral presentations.
There is no substitution of education for specialize experience at the GS-12 and above grade levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Education:
