The position is located at the Library of Congress in the National Audio-Visual Conservation Center (NAVCC), located at the Packard Campus in Culpeper, Virginia. The incumbent reports directly to the Integrated Support Services (ISS) on-site supervisor. The incumbent provides both routine and non-routine service related to materials reception and disposition, shipping and receiving, and in providing facility and logistical support and includes the movement of non-collections and other materials within the NAVCC, and between the NAVCC and other LOC facilities or other locations as needed. The incumbent is responsible for the safe and timely delivery of all items entrusted to them to the correct location and to the attention of specific personnel or units. As part of scheduled or non-scheduled trips, incumbent may be assigned to transport LOC staff and others to and from other LOC facilities or to and from public or private facilities for meetings, training, or other assignments.
Assists with the acceptance, unpacking, inspection and proper routing of materials received at the NAVCC, maintaining standardized tracking, receipt, and routing records in an effective and efficient manner. All delivery items must be scanned with an x-ray machine upon entry to the facility and prior to short or long-term storage. Assists with packing Library and client materials appropriately for the medium being shipped; completing, filing, and distributing appropriate shipping information to Library offices, shipper and receiver; and, expeditiously moving materials to loading dock for pick-up. Transports outgoing mail and packages to the loading dock for pick-up utilizing pallet jacks, scales, and stackers. Shrink wraps each pallet and labels all outgoing mail. Prepares outbound mail and packages for entry into mail stream and carrier systems. (i.e. USPS, Fedex, UPS, etc.)
Works collaboratively with shipping firms to ensure prompt pick-up and delivery of shipped items.
Identifies obvious damage to equipment and materials through visual inspection.
Serves as the point of entry for all mail, packages, and freight deliveries to the NAVCC campus. Work involves sorting, preparing, wrapping and delivering incoming mail, packages, freight, and equipment; and collecting outgoing mail, packages, freight and equipment from assigned offices. Sorts bulk USPS and commercial carrier packages; prepares packages for internal distribution to NAVCC staff. Material movement and management portion of work is primarily concerned with receiving, handling, and moving, storing, material storage management within a Government facility. Assists in moving material to and from loading dock, including equipment, office paper, office supplies, furniture, etc. Incumbent requires, basic knowledge of principles, practices, and techniques of material life cycle management, material handling equipment, and facilities.
Operational storage and distribution activities involving:
- Allocating and effectively using storage space
- Protecting material handling equipment and the items stored
- Assisting in providing uniform and economical ways to receive, store, care for, and distribute material
- Evaluating, and revising structure of the distribution and storage activity for better effectiveness and efficiency
- Prepares packages for internal distribution
- Assists in moving material to and from loading dock, including material, equipment, and office paper
- Manages Loading dock, traffic, directs vehicles for efficiency in operations.
- Collects mail, cartons and commercial carrier items from offices and transports to mail room
- Processes mail for outside or inside delivery
The incumbent exercises care to ensure that government property is properly handled and kept secure to avoid loss or damage. Routinely transports supplies and other Library-related non-collections documents and items between and within LOC facilities.
Orients and provides information to patrons about specialized programs at the NAVCC, visitor registration procedures, physical layout of the NAVCC facility, and directions to other library locations. Answers routine directional questions.
As necessary, assists with the logistical set up for Center events. Assists with the set-up and dismantling of public exhibitions and displays, and assists patrons participating with NAVCC programs.
