Establishes oversight of planning, direction, execution, and insurance of efficient transmission system protection and communications systems including microwave radio, Very High Frequency Radio (VHF), power line carrier, System Control and Data Acquisition/Automatic Generation Control (SCADA/ACG), telemetering, field telephone systems, and fiber optic data communications.
Makes recommendations or develop and provide implementation guidance for technically complex engineering designs and design data, projects and programs designed to solve novel and challenging engineering facilities.
Develops recommendations, designs, and data for facility construction, modifications, replacements, or rehabilitation of protection and communications.
Provides guidance to architect/engineering (A/E) or other types of professional consulting firms for the development of design for major electronics, communications, and control systems projects.
Directs and coordinates the execution of programs/projects through interaction with appropriate SWPA organizations and supporting contractors on regional communications and protection programs to resolve issues and to improve assigned functions. Establishes and maintains adequate relations and cooperates with customers in developing partnerships for the solution of mutual problems and improved effectiveness.
Responsible for program functions and documentation related to satisfying reliability standards implemented by the North American Electric Reliability Corporation (NERC) and compliance with laws and standards applicable to program facilities and activities. Develops, changes, and implements Division policy to ensure all maintenance activity adheres to new and modified NERC timelines and guidelines.
Collaborates with numerous SWPA Divisions on large scale projects representing the needs of the Division on projects that the Division will be charged with maintaining.
Plans work to be accomplished by subordinates. Establishes and adjusts short-term priorities, prepares schedules for completion of work, and assigns work based on priorities and consideration of difficulty and requirements of assignments and the capabilities of subordinates. Evaluates subordinates, including any subordinate team leads, and assures reasonable equity among groups supervised of performance standards used, and provides advice, counsel, or instruction to subordinates on both work and administrative matters.
Makes decisions on work problems presented by subordinate team leads and contractors, interviews candidates for positions in the organization; makes selections and approves promotions and/or reassignments to Divisional positions, and identifies developmental training needs of subordinates, providing or arranging for needed development and training.
Coordinates environmental compliance activities of reports to facilitate compliance with applicable regulations and agency policies, and responsible for implementation Environmental, Health, Safety, and Security programs as it relates the Division.
Ensures on-the-job safety and health of all employees supervised. Identifies and corrects job safety and health and environmental hazards; instructs employees on safety requirements and reviews and reports loss incidents in accordance with SWPA and Office of Worker's Compensation regulations.

Represents SWPA in conferences with executives and technical experts of other government agencies, generation and transmission electric cooperatives, rural electric cooperatives, investor-owned utilities, municipalities, and third parties, regarding system protection and communication design, maintenance, modification, and other matters of mutual interest.

This position requires the ability to operate a government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
BASIC REQUIREMENTS
This position has a positive education requirement. Failure to submit a copy of all college transcripts may result in your application being rated ineligible. To qualify you must possess the following education:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR-
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.-OR-
3. Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.-OR-
4. Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
