As an Air Traffic Control Specialist, applies experience and expert knowledge of air traffic operations and procedures to conduct assignments at the national level in a major air traffic control staff function or major national program as a senior project manager or team leader for large, challenging activities. As a subject matter expert for initiatives and projects to evaluate proposed program changes to national air traffic policies, procedures and equipment. Performs complex, specialized air traffic control assignments, such as providing situational awareness and intelligence by interfacing with various support organizations to ensure AJT operational interests.
Applies expert knowledge and experience in air traffic control operations, facility management, and understanding techniques to resolve highly complex issues and unique problems that significantly impact air traffic management and the separation and control of aircraft in the En Route environment and in and out of airports across the country through airport towers and Terminal Radar Approach Control Facilities (TRACON). Reviews and analyzes proposed policies and programs related to the development, acquisition and deployment of En Route and Terminal automation, surveillance and facilities projects, quality assurance, safety and traffic management initiatives. Reviews and comments on the changes to the Controller Workforce Plan and proposed complex recommendations from other Directorate experts to determine whether there are conflicting proposals or whether recommendations conflict with existing FAA policies. Prepares and consolidates reports and pertaining to the planning and execution of Air Traffic Services programs to ensure overall service consistency within Air Traffic Services.
As a recognized authority in air traffic management, is often called upon to represent the FAA at the national level as the agency focal point for major projects or programs. Recommends organizational positions on major programs and issues to agency management. Provides recommendations that influence highly technical multi-layered workforce by facilitating the integration of programs and policies.
Experienced in conversing and negotiating with high-level officials, organizations, and industry to effectively represent FAA aviation policy and collaborating with union officials and representatives in order to achieve objectives. Acquires and allocates resources to accomplish work activities within established schedules. Independently commits resources.
Responsible for internal and external inquires, and identifying operational trends by traffic volume, sector volume, system outages. Provides technical analysis of proposed operational changes, problems and issues that impact the operational environment provide policy guidance consistent with established operational goals and objectives.
Contacts are internal and external, to include with NAS customers, other ATO organizations, and external lines of business on a day-today basis, advocating the tactical use of concepts and technologies to advance the strategic goals of the FAA. As a technical point of contact, represents the AJT in communicating requirements and presenting technical information to diverse audiences.
Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches. Often recommends new policies. Develops procedures and approaches. Considers FAA policies, government-wide rules and regulations, and industry standards.
To qualify for this position at the K band you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.
To qualify for this position at the K payband you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J or FG/GS 14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
