This position serves as a senior Environmental Protection Specialist who applies experience and comprehensive technical knowledge to accomplish assignments and to develop strategies to improve environmental programs and policies. Incumbent reports to the Technical Operations, Technical Services Organization, Environmental Occupational Safety and Health (EOSH) Support Operations Group (ESOG), EOSH Support Center.
Performs multiple, varying and complex work assignments under the minimal direction of a Manager, Project/ Program Manager or more experienced Technical Specialist. Acts as principal technical specialist or as a Project Manager or Team Leader for large work activities.
Applies experience and comprehensive technical knowledge applicable to position discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: complex system design and integration; extensive research and analyses; investigation and inspection activities; compliance and enforcement actions; and direct responsibility for project/program management.
Defines, organizes and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work-activities within established schedules. Prepares task orders, work statements, and other documents necessary to procure contractual services for environmental programs/compliance projects. Utilizes agency established tool sets to establish, track, and report on schedules, costs, and performance of environmental programs/compliance projects. Translates approved environmental program requirements into project scopes and coordinates project execution with implementing organizations.
Contacts are internal and external. Often represents FAA as a Senior Technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.
Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems.
Work is reviewed rarely, typically through status reports and at project completion to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers. Knowledge of environmental policy, pertaining to safety practice, policies, and regulations. Acts as a senior technical point of contact on environmental issues.

Responsibilities Continued:
Utilizes skill and judgment in determining the seriousness of potential impacts on the human environment, in analyzing these impacts, in recommending solutions, and negotiating their implementation in a feasible manner will directly influence the environmental programs within the Service Area and the functioning of the EOSH facility security team.
Accepts professional responsibility for environmental analyses within areas of expertise in Environmental Impact Statements (EIS), assessments and prepare to support decisions in litigation.
Possess a high degree of technical analytic competence in various environmental disciplines and recommends environmental policies for the Service Area. The incumbent is responsible for review and coordination of environmental documents submitted by other federal and state agencies for FAA action and is the Technical Services Senior Technical spokesperson on any joint federal environmental efforts mandated by regulation, either in a lead or cooperating capacity.
Provides leadership to maintain an active program to study and ameliorate the impacts of airports on the human environment. The incumbent is expected to exercise multi-disciplinary expertise, innovation, a high degree of judgment, and personal initiative to define airport problems and to resolve them. Successful solutions of complex problems with the Service Area will be applied on a nationwide basis.
Responds to questions and letters from private citizens, civic associations, federal, state, and local government bodies, and environmental groups, weighing the implications for agency policy, legal requirements, technical
accuracy, and program needs.
