The incumbent will serve as a Workforce Development Specialist, GS-0142-09/11, to perform the following duties, in a developmental capacity. Duties and responsibilities are essentially the same as the target position, GS-0142-12, except for the major differences involving the incumbent's supervisory controls, guidelines and complexity in day-today assignments. The supervisor will review the incumbent's effectiveness and overall progression toward the full performance level. Promotion of the incumbent to the full performance level is at the discretion of the supervisor and is based upon an acceptable level of performance, availability of higher-level work and availability of funds.
Workforce Development Specialist; GS-0142-12
Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures; manages a grant portfolio within assigned program area of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her portfolio. Performs analyses of grant-related data, policy and program issues and applied problem solving techniques to address issues.
Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.
Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with DOL ETA; assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant management and applicable Federal regulations.
Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.
Effectively utilizes grant management systems in accordance with established protocols; maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders.
