Serve as a technical advocate and senior liaison across the CIOO and the Corporation to accelerate adoption of Agile and DevSecOps practices and move applications to the cloud to improve the management of current and or emerging technologies for products, programs, and initiatives.
Serves as a technical lead and manages the modern software development of multiple medium to high cost, medium to high impact, and/or medium to high complexity large scale IT, privacy and cybersecurity Software Projects or assigned automated information systems to support business customer needs. As a technical authority, solves significant problems complicated by interfaces and interrelationships between and among programs, systems functions, policies, and numerous critical issues.
Build strategic partnerships across the Corporation to build foundational execution and digital operating capabilities to pioneer new ways of working, thinking, and operating in an emerging Agile environment that leverages DevSecOps. Provide agile coaching to senior managers and teams, technical expertise, strategic thinking, process optimization, problem solving and hands-on execution with Agile and DevSecOps.
Provides consultation and recommendations to organizational components of the FDIC in the establishment of new or improved information systems and/or applications software.
Researches emerging technologies and advises managers and customers on software and/or hardware needs, on new technology, and recommends modifications to current software and/or hardware that enhances or improves the corporation’s ability to accomplish mission-critical program activities.
Performs as a technical lead and manages the software development of multiple medium to high cost, medium to high impact, and/or medium to high complexity large scale IT, privacy and cybersecurity related software or automation projects to support business customer needs. Serves as Task Manager. Creates and/or provides technical input to statements of work, task orders, and other acquisition related documents necessary to effectively obtain and manage contractor-supported DIT projects. Uses Agile/DevSecOps methodologies to monitor and maintain the system development through production delivery. Prepares appropriate artifact templates, Resource Estimation Worksheets, status reports, etc.

In addition to the competencies listed above, applicants must also meet the specialized experience for this position.
To qualify at the CG/GS-15 grade level, you must have at least one-year of specialized experience equivalent to at least the grade CG/GS-14 grade level in the Federal service. Specialized experience is defined as experience identifying, developing and advising on modern IT and security/development and operations practices to improve the management of an organization's products, programs and initiatives, including driving the adoption of Agile and DevSecOps practices across an organization and aligning business lines to strategically move programs and applications to the cloud.

6. Ability to communicate orally to executives, senior managers, and staff.
