As a Management Analyst, you will:
- Serve as a management advisor and senior specialist for human resources and related administrative programs.
- Answer complex questions related to a full range of general management issues.
- Identify the need for and communicate regulatory or programmatic changes to managers and employees.
- Identify the need for and write policies, seeking input from interested parties; work with managers and employees to ensure understanding of new or revised policies.
- Research both federal and USDA regulations to provide interpretations, represent CEC, and effectively resolve problems.
The experience may have been gained in either the public, private sector, or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience in ALL of the following:
- Advising management on administrative human resources (HR) programs and support functions, such as HSPD-12/Personal Identification Verification (PIV), Human Resources Information Systems, Classification, Pay and Leave, Recruitment and Placement, Employee Benefits, Human Resource Development, Performance Management, or Employee Relations; AND
- Conducting research and studies to develop guidance on techniques for management to improve administrative HR support functions; AND
- Performing analysis concerning the efficiency and effectiveness of administrative HR support functions; AND
- Preparing reports on analytical findings and briefing management on recommendations to improve administrative HR support.
Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 grade level, you must have been at the GS-12 gradelevel for 52 weeks.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
