The incumbent supports the medical center mission and Biomedical Instrumentation Service (BIS) department goals while operating in accordance with VISN, medical center policies, and standards of professional service. The incumbent is an advisor on healthcare technology matters to MVAHCS, facility staff, and facility service line and department directors. The incumbent supports and assists technical staff in BIS. The Biomedical Engineer supports the Director of BIS on matters pertaining to BIS program operations and effective delivery of services.
Functions and Scope
Program Involvement and Management:
The Biomedical Engineer reports directly to the Director of Biomedical Instrumentation Service (BIS) at MVAHCS. The incumbent receives administrative direction with assignments in terms of defined missions and functions. The incumbent assists in the overall planning, direction, and timely execution of Biomedical Program activities. The incumbent supports in the planning, designing and implementing programs, projects, studies, and other work to support healthcare technology at the MVAHCS. Successful execution of these responsibilities has major impact upon the outcome of patient care delivery.
The Biomedical Engineer currently develops Preventive Maintenance plans for medical equipment which is a cornerstone in TJC standards. Utilizing the manufacturer's recommendations and current medical equipment inventory, new medical equipment is categorized, assessed for risk, given a PM frequency and procedure, and assigned to Biomedical Engineering staff.
Concurrent to the Preventive Maintenance development for medical equipment, the Biomedical Engineer collaborate with Logistics to develop Incoming Inspection work orders for the new devices.
The Biomedical Engineer recommends various levels of service agreements on medical equipment to the Director of Biomed. Decisions are determined by looking at complexity of equipment, age and usage of equipment, impact of potential equipment downtime, and cost of the service agreement.
Technical Expertise:
The Biomedical Engineer acts as the technical expert and advisor on BIS issues and aids in the biomedical engineering support provided by biomedical staff at the medical center. The incumbent is responsible for providing assistance to the clinical staff in selection and utilization of medical equipment. The Biomedical Engineer assists the Director of BIS in advising executive medical center management in the areas of high-cost and high-volume medical technology, a wide array of general biomedical technology, as well as certain medical-related technology issues.
Medical Technology Assessment, Acquisition, and Implementation:
The Biomedical Engineer supports technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine medical center requirements, design system configurations, and develop specifications. These technology assessments are often extremely complex and stakeholder intensive. The incumbent works collaboratively with the Contracting staff to procure medical equipment that best meets clinical needs while containing resources. The Biomedical Engineer helps coordinate the implementation of medical technology including assessing installation and site preparation requirements, managing project timelines, monitoring installation, and facilitating training of equipment operators and maintainers.
The Biomedical Engineer will be actively involved in acquisition, implementation planning, implementation, and ongoing support of medical systems for MVAHCS. Support will involve all components of the medical systems including hardware, software, device interfaces, and end user workstations. It will include recurring technical support and maintenance that will involve partnerships between other MVAHCS Biomedical Equipment Support Specialist (BESS), vendors, clinical staff, Facility Engineering, Education, Patient Safety, and OI&T to effectively support these systems.
Biomedical Engineers staffed at the Minneapolis VAHCS continuously check the medical equipment, information technology and engineering landscapes to preemptively address issues, ensure viability, and long term stability. In addition, Biomedical Engineer staff ensure interoperability and compatibility with existing equipment, modalities and systems.
