The Deputy Assistant Secretary oversees the overall management of the implementation of programs and priority initiatives of OCTAE. The incumbent will be responsible for the following duties and responsibilities:
Designing, developing, and assessing alternative management practices that lead to staff productivity gains, higher levels of cost efficiency related to processes and procedures, employee engagement, service delivery innovations, and performance accountability.
Oversees the planning, formulation and execution of OCTAE’s annual appropriations proposal and budget for OCTAE’s acquisition plan.
Development and execution of multi-year and long-range work plans developed by subordinate work units which entails the effective integration of those work plans into the larger organizational strategic plans.
Advises the Assistant Secretary on policy and procedural problems that delay the completion of priority goals and recommends alternation solutions.
Recommends short and long-term program and management priorities and provides maximum support to the Assistant Secretary in the leadership and direction of office programs.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MTQ 1: Demonstrated ability in leading the development of career-technical education, adult education, community college or correctional education policy and long-term planning, including assessing needs and opportunities and expanding interagency partnerships to support programmatic activities in order to expand impact.
MTQ 2: Demonstrated ability in planning, facilitating and executing processes resulting in an organizational plan that includes both strategic policy direction and planned use of budgetary resources.
MTQ 3: Demonstrated experience in conducting analyses and evaluation of program data to determine progress towards short and long-term objectives and continuous improvement.
When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
