The incumbent serves as the Assistant Administrator of Government Contracts, providing broad direction, management, and oversight for WHD's (1) national enforcement and compliance policy and program development and administration with respect to various government contract labor statutes, regulations, and requirements, and (2) the wage determination program for service employees as required under the McNamara-O'Hara Service Contract Act (SCA), the Davis Bacon Act (DBA), and the Davis-Bacon Related Acts (DBRA).
Provides executive level direction and oversight in the planning, development, and implementation of the nationwide wage survey program required under the DBA, the survey program under the SCA, and enforcement of government contracts.
Collaborates in high level discussions among top executive officials, internal and external to the Department, delivers presentations before conferences, associations, and group meetings and provides clarification with respect to projected, new, or revised Wage and Hour policies and programs.
Oversees coordination with the Office of the Solicitor (SOL) in obtaining advice on highly sensitive and politically charged legal matters arising during the interpretation, enforcement, and administration of the statues, in addition to appropriate legislative proposals, strategic planning, and litigation priorities.
Serves as a recognized authority and principal advisor to the Administrator and Deputy Administrator, on unique, highly visible, and politically sensitive Wage and Hour enforcement policies and procedures associated with government contract labor statutes. Coordinates activities with the other WHD Divisions to ensure initiatives appropriately integrate provisions of related labor laws and policies, such as those governing child labor, farm labor, immigration, the Family and Medical Leave Act, and the Fair Labor Standards Act.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. The MTQs are:
1. Demonstrated working knowledge of government contract labor standards, laws, and regulations, including wage determination program for service employees as required by the McNamara-O’Hara Service Contract Act (SCA) and Davis-Bacon Act (DBA) and the Davis Bacon Related Act (DBRA).
2. Demonstrated ability to manage within a multidisciplinary and diverse organization, and to balance resources to meet competing priorities or production requirements while maintaining quality of operations.
3. Demonstrated ability to translate strategic plans, policies and priorities into objectives for dispersed operational units, and to achieve accountability within those units.
4. Experience in communicating programmatic goals to both internal and external stakeholders to further the achievement of overall program objectives.
